본 논문의 연구목적은 교육부가 관장･운영하고 있는 30개의 재외한국학교를 대상으로 그 운영 실태와 문제점을 살펴보고, 발전방안을 모색하여 선도적인 재외한국학교 특성화 모형을 제시하는 데 있다. 연구내용은 15개 나라에 설치되어 있는 30개 한국학교의 현 실태를 조사하고, 관계 전문가 및 해당 학교 교원, 지역 교민들의 의견 수렴을 바탕으로 요구 사안을 분석하여 재외한국학교의 특성화 모형을 제시하였다. 재외한국학교 특성화 모형은 국내 교육과정 중심형, 현지 교육과정 중심형, 국제교육과정 중심형 등 세 가지 모형으로 구분하여 제시하되, 모형의 틀은 국내교육과정 중심형과 현지･국제교육과정 중심형으로 구분하여 대상기관, 교육과정, 학생선발, 교장･교사임용, 재정지원, 대상지역 등을 세분화하여 비교･제시하였다. 향후 재외 한국학교를 성공적으로 운영하기 위하여 정책적으로 개선해야 할 사항을 제시하면 다음과 같다. 첫째, 우수교원 확보를 위해서는 교원인사 및 교원복리후생제도를 개선해야 한다. 즉, 파견교사제를 부활하고 재외한국학교에 근무하는 교원들을 위한 다양한 복지후생 정책이 제도적으로 마련･확립되어야 한다. 둘째, 교육재정 지원을 지속적으로 확대해야 한다. 셋째, 재외공관, 한인회단체, 국내의 다양한교육기관, 유관 기관 및 단체와의 협력체계가 강화되어야 한다.
The purpose of this paper is to present the characterized models of Korean School in the foreign country. Researchers investigate the actual conditions of 30 Korean School which is located in 15 nations, analyze demands of related experts, teachers, local residents, and present the characterized models of Korean School in the foreign country. The characterized models of Korean School are domestic curriculum-centered model, local curriculum-centered model, and international curriculum-centered model. The frames of the model are divided into two models(domestic curriculum-centered model, local and international curriculum-centered model) and classified by subject institution, curriculum, student selection, teacher appointment, financial support, object region. The improvement things of Korean School are as follows. First, the system of personnel management and teacher's welfare should be improved to ensure talented teacher. That is, government should reestablish teacher dispatch system, and provide diverse welfare policy for the Korean School teachers. Second, government should expand educational finance aid constantly. Third, government should establish intimate collaboration system with relevant institutions, that is, diplomatic offices abroad, the association of Korean people, the various educational institutions in domestic area, related institutions and organizations.
