우리나라 1995년 지방자치를 실시하면서 중앙집권적 국가경찰체제를 유지하여 왔으나, 문재인 정부에서 검경수사권 조정과 함께 본격적인 논의가 이루어져서 2021년 7월부터 전국적인 시행이 되고 있다. 다만 1년이 지난 현재에도 변화에 대한 체감은 물론 지역별 치안 수요 및 주민 만족도 역시 미흡한 실정에 있다. 따라서 본 논문은 자치경찰제의 개념, 유형, 기본 구조, 해외의 사례 등을 고찰하여 개선의 필요성을 제안, 현재의 자치경찰제가 지역맞춤식 주민참여형 실질적 자치경찰제로의 패러다임이 전환될 수 있도록 민주 ‧ 법치 ‧ 인권존중 등 경찰의 기본이념과 자치경찰제의 목적에 기반한 개선 방향을 제시하고자 한다.
Although Korea has maintained a centralized national police system while implementing local autonomy in 1995, the Moon Jae Inn government has been conducting full-scale discussions with the adjustment of the prosecution and police investigation authority and has been implemented nationwide since July 2021. However, even after a year, not only the feeling of change, but also the demand for security by region and the satisfaction of residents are insufficient. Therefore, this paper proposes the need for improvement by examining the concept, type, basic structure, and overseas cases of the autonomous police system, and suggests basic police ideology such as democracy, rule of law, and respect for human rights so that the current autonomous police system can be transformed into a local resident participation.
