2022년 새로운 정부가 출범하면서 향후 5년간의 국정운영의 기본방향을 제시하는 국정과제가 발표되었다. 신정부는 최근 우리 경제가 위축된 중요 이유 중 하나로 과도한 규제 및 정부개입으로 기업의 자율성이 위축되었다는 점을 꼽고 있다. 즉, 경제위기 극복을 위해서는 정부 간섭의 최소화 및 기업의 자율성을 확대를 통한 민간중심의 경제성장이 필요하다는 점을 제시하고 있으며, 이를 실현하기 위한 주요 국정과제를 발표하였다. 민간중심의 경제성장을 위해 전제되어야 할 점은 우선 기업의 자율성 확보를 규제완화이다. 무조건적인 규제폐지를 의미하는 것이 아니라, 기업의 자율성을 보장하는 효율적인 규제체제로의 전환이 요구되는 것이다. 이를 위해서는 기업에 관한 기본법인 회사법 및 공정거래법 등의 개정이 필요하다. 기업의 특성을 고려하지 않는 일률적인 규제는 지향하고, 개별 기업의 특성에 맞는 유연한 규제가 이루어지도록 할 필요가 있다. 한편, 기업에 대한 맞춤형 지원체계를 구축하는 것도 필요하다. 모든 기업을 지원하는 것이 아니라, 국가경제적 측면에서 필요한 분야에 해당하는 기업들에게 필요한 지원이 일괄적으로 이루어질 수 있도록 하는 원스톱 지원시스템을 구축하는 것이다. 또한 중소기업과 대기업이라는 이분법적 사고방식에서 벗어나 중견기업을 경제주체로 인정하고 그 지원체계를 구축하는 방안도 검토할 필요가 있다. 중견기업은 중소기업이나 대기업과 다른 차원에서 국가경제에 필요한 측면이 있기 때문이다. 중견기업에 대한 지원을 위해서는 중견기업법의 상시화 추진 및 자본시장을 통한 자본조달 활성화를 위한 지원방안에 대한 검토가 필요하다.

In other words, in order to overcome the economic crisis, it is suggested that private sector-centered economic growth is necessary through minimizing government intervention and expanding corporate autonomy. For private sector-led economic growth, corporate autonomy must be secured through deregulation. This does not imply an unconditional abolition of regulation. Transition to an efficient regulatory system that guarantees corporate autonomy is necessary. In order to improve regulations, amendments to the Company Act and the Fair Trade Act are required. Instead of regulating all companies equally, it is necessary to ensure flexible regulation that suits the characteristics of individual companies. On the other hand, it is also necessary to establish a customized support system for companies. It is not to support all companies, but to provide necessary support to companies that fall into the necessary fields from the national economic point of view. It is also necessary to review measures to recognize Middle-Standing Enterprises as economic agents and establish a support system, breaking away from the dichotomous mindset of small and medium-sized enterprises and large corporations. In order to support Middle-Standing Enterprises, it is necessary to review support measures for promoting regularization of the Medium-standing Enterprise Act and revitalizing capital procurement through the capital market.
