월계축로의 연구는 조계 행정의 연구와 불가분의 관계에 있으며, 조계 행정의 작동 방식과 배경을 이해하는 데 매우 중요한 역할을 한다. 본 연구는 20세기 초 공부국의 월계로 지구 내 도박장 통제에 관해, 조계 행정과의 연관성 속에서 논하는 것을 목표로 한다. 1899년 조계 확장 이후 조계 서부의 월계로 지구에는 외국인이 운영하는 호텔이나 클럽을 중심으로 회원제의 비밀 불법 도박장이 운영되고 있었다. 그 가운데 가장 유명했던 알함브라에 대해 공부국 경찰이 1904년부터 단속을 시작하였다. 하지만 알함브라의 단속은 관할 스페인 총영사관과 공부국의 의견 충돌에 더해, 소유자인 브라운이 영사재판권의 허점을 이용하여 국적을 불분명하게 하는 방식으로 책임을 회피하면서 난항을 겪는다. 공부국 동사회는 책임을 스페인 총영사에게 돌리려 하였으나, 오히려 상해 주재 영사단으로부터 압력을 받아 스페인 총영사에게 공식적으로 사죄할 수밖에 없었다. 독일 총영사의 협조로 브라운을 체포하고 알함브라 폐쇄에 성공하지만, 이는 역으로 공부국 동사회가 영사단과 협력할 필요성을 강조할 뿐이었다. 하지만 동사회는 총영사마다 수색 영장 발급에 서로 다른 태도를 보인다는 점, 심야에 벌어지는 도박의 특성상 임의 수색 권한이 반드시 필요하다는 점을 들어 영사단과 반목을 계속하였다. 영사단과의 반목이 계속되자 동사회는 독자적인 도박장 통제 방안으로 진입로의 봉쇄를 실시하고, 조계 내의 도박장 통제 여론을 이용하여 영사단을 압박하려 하였으나, 어느 쪽도 크게 성공적이지는 않았다. 결국 이 문제는 프랑스 총영사가 공부국 경찰에 자신의 관할 내에서 임의 수색 권한을 부여하면서 해결되기 시작하였다. 프랑스를 따라 몇 개국이 유사한 권한을 부여하자, 동사회는 영사단에도 이러한 권한을 부여할 것을 요청하였다. 이에 총 17개국 중 11개국이 공부국 경찰에 임의 수색 권한을 부여하였다. 이와 같이 월계로 지구 내 도박의 통제는 공부국과 영사단의 협력이 절대적인 대전제로 작용하였다.
Researching history of urban administration of the International Settlement of Shanghai is closely related with extra-settlement road. This work focuses on Shanghai Municipal Council’s gambling control in the external road area in very early 20c, which related to SMC’s administration over the area. After 1899’s extension of the International Settlement, there were many illegal gambling houses over the external road area, located on western side of the International Settlement, using the camouflage of hotels and clubs owned by foreigners. Alhambra was famous, and from 1904 SMC police started to control the place. But it was almost impossible to control this place from two points, first SMC continuously violated the authority of the Spanish consul-general who at that time legally had jurisdiction over the place. Second, the owner of the Alhambra, Brown, used the blind spot of consular jurisdiction, and evaded consular trial. SMC had to cooperate with the Shanghai consul-generals, but at this point SMC didn’t trust them on this matter. But SMC failed to make its solution, too. Finally, by French consul-general who gave SMC police to search any time in his jurisdiction in the external road area, SMC requested similar power to other consul-generals. 11 countries allowed this, and other countries promised co-operation. As we can see from this, the cooperation of SMC and the Shanghai consul-generals was important to maintain control over the external road area.
