탄소중립은 경제･사회 전 부문의 구조적 전환을 요구하는 어려운 과제이지만 인류의 미래를 위해서는 반드시 극복해야 하는 과정이며, 에너지 구조를 고효율, 저탄소 체제로 업그레이드 할 수 있는 혁신의 기회이기도 하다. 특히 최근에는 기후변화라는 전 인류의 공동위협 대응에 선진 산업국의 에너지 자원 신기술 발전이 가세하면서 역설적으로 지정학적 글로벌 경쟁이 가속화되는 양상이다. 이는 새롭게 부상하는 복합적 위협에 한국의 국방이 선제적, 체계적으로 대비해야 함을 의미한다. 따라서 본 연구는 기후･환경에 있어 정량의 주체이자 책임있는 행위자인 ‘국방’ 역시 기후대응 및 에너지 전환 정책이 필요함을 밝히고, 기후와 에너지라는 복합적 위협과 세계적 동향에 선제적으로 대응･대비하기 위한 국방정책의 방향성을 제시한다.
Carbon neutrality is a difficult task to demand structural transformation of all sectors of the world's economy and society, but it is a must-overcome process for the future of mankind, and on the other hand, it is an opportunity for innovation to upgrade the energy structure to a high-efficiency, low-carbon system. Especially, geopolitical global competition is paradoxically accelerating in responding to the common threat of climate change. This is why Korea's national defense needs an insight to preemptively and systematically prepare for complex threats. Accordingly, this study argues that the defense sector also needs climate adaptation and energy transformation as responsible actors, and suggests the direction of defense policies to preemptively respond to and prepare for complex threats of climate and energy.
