지난 1987년 민주화 이후 지방자치제가 안착되고 대통령선거에 출마하는 광역자치단체장이 증가함에 따라 최근에는 이들의 위상과 권한이 한국 사회 전반에 큰 영향을 주고 있다. 그러나 지방정부 수장으로서 이들의 역량과위상을 좌우하는 자치단체장신뢰 연구를 찾기는 어렵다. 최근 여론조사 기관에서 광역자치단체에 대한 순위를 평가하고 있으나 구체적으로 지도자의 역량을 대표하는 신뢰 요인을 등한시하는 인기평가에 그치고 있다. 이에 본 연구는 민주화 이후 최근 그 위상이 국가지도자 수준으로 상승한 광역자치단체장신뢰에 미치는 영향요인들을 중앙정치, 지방정부 성과 그리고 지역주의를 중심으로 탐색하고자 한다. 본 연구의 분석결과, 무엇보다 대통령과 중앙정부에대한 신뢰가 증가할수록, 그리고 여당소속 단체장일 경우에 광역자치단체장 신뢰도 증가하는 것으로 나타났다. 이는 한국의 광역자치단체장에 대한 신뢰수준이 여전히 중앙정치에 의해 크게 좌우됨을 시사한다. 또한 지방정부의공정성과 청렴성 수준이 높을수록 광역자치단체장의 신뢰수준도 높다. 이를 통해 광역자치단체장의 신뢰수준도 지방정부 차원의 공정성과 청렴성에 의해서도 민감하게 달라짐을 알 수 있다. 반면 영･호남 기반 지역주의는 해당 광역자치단체장 신뢰에 부정적 영향을 준다. 지방지도자의 역량이 아닌 지역주의 정치에 기반한 광역자치단체장들의무조건 당선은 오히려 이들의 신뢰를 훼손함을 시사한다. 이러한 분석결과를 토대로 본 연구는 광역자치단체장신뢰요인들의 상대적 중요성을 살펴보고, 앞으로 자치단체장에 대한 신뢰를 제고할 수 방안을 이론적･실천적 함의와 함께 제시하고자 하였다.
Recently, local government leaders’ status and authority have greatly affected Korean society as a whole as the local self-governing system has settled and the number of leaders of metropolitan governments running in the presidential election has increased since democratization in 1987. However, it is difficult to find a study on trust in local government leaders that determines their competence and status. Recently, public opinion polling agencies are evaluating the rankings of local government leaders, it is only a popular evaluation that neglects the trust factor representing the leader’s capabilities. Therefore, this study aims to explore the factors affecting trust in local government leaders, whose status has recently risen to the level of a national leader after democratization, focusing on national politics, local government performance, and regionalism. As a result of the analysis of this study, as trust in president and central government increases, trust in local government leaders increases. Also, those local government leaders belonging to the ruling party involve a higher level of trust than those not. This suggests that the level of trust in local government leaders in Korea is still greatly influenced by national politics. In addition, the higher the level of fairness and integrity of the local government, the higher the trust level of the local government leader. Now, it can be seen that the level of trust in local government leaders is also sensitively changed by fairness and integrity at the local government level. On the other hand, Yeongnam･Honam-based regionalism negatively affects trust in local government leaders. The unconditional election of local government leaders based on regionalism rather than the competence of local government leaders suggests that they undermine their trust. Based on these analysis results, this study attempted to examine the relative importance of the trust factors of the leaders of local government and to suggest ways to increase trust in local government leaders with theoretical and practical implications.
