유럽통합이 심화되는 과정을 거치면서 유럽연합(EU)은 유럽 지역의 섬 관리를 효율적으로 시행하기 위하여 섬의 지리적 특성을 파악하고 이를 반영하는 정책들을 펼치기 시작했으며 지속가능성의 측면에서 유럽의 섬 관리 정책을 추진하려는 노력을 기울이고 있다. 나아가 EU는 기존의 지역정책과 더불어 최근에는 대표적으로 스마트 아일랜드(smart islands), 블루 이코노미(Blue Economy)를 포함한 청정에너지 정책을 추진하면서 유럽 그린딜(European Green Deal)과 연계된 정책들을 펼치고 있다. 유럽 지역의 수많은 섬들 대부분은 지중해 지역과 북유럽 지역에 소재하고 있으며, 특히 지중해 지역은 과거부터 섬 관광정책이 가장 발전한 지역으로 이와 관련하여 다양한 정책 지원과 프로젝트들이 이루어져 왔다. 그리고 이러한 EU의 섬 관리 정책 및 통합된 제도의 구축과 더불어 EU가 강조하는 지속가능성의 측면에서 섬 관광정책과의 정책적 연계와 조화는 그 중요성이 더욱 커지고 있다. 이렇듯 섬 관리 제도와 관광정책의 연결성이 강화되고 있는 시점에서 본 논문은 EU의 섬 관리 정책을 기반으로 지중해 지역의 대표적인 섬 관광지를 보유하고 있는 스페인과 포르투갈의 사례를 분석하는데 초점을 맞추었다. 지중해 지역의 섬 관리 정책은 관광정책과 밀접한 연관성이 존재한다는 점을 고려하여, 유럽의 섬 관리 정책 및 제도와 관광정책과의 연계성에 대해 고찰하고자 하며 이러한 측면에서 향후 한국의 섬 관리 정책 및 관광정책에 대한 몇 가지 시사점을 도출하고자 한다.
Through the process of deepening European integration, the European Union (EU) has identified the geographical characteristics of the islands and implemented policies that reflect them in order to efficiently implement island management in Europe, and is making efforts to promote European island management policies in terms of sustainability. Furthermore, in addition to the existing regional development policy, the EU has recently implemented policies linked to the European Green Deal while promoting clean energy policies, including smart islands and the Blue Economy. Considering that most of the numerous islands in Europe are located in the Mediterranean and Northern Europe, especially the Mediterranean region has been the most developed island tourism Mediterranean region has been the most developed island tourism policy since the past, and various policy support and projects have been made in this regard. In addition to the EU's island management policy and the establishment of an integrated system, policy linkage and harmonization with the island tourism policy are becoming more important in terms of sustainability emphasized by the EU. At a time when the connection between the island management system and tourism policy is being strengthened, this paper focused on analyzing the cases of Spain and Portugal, which have representative island tourist destinations in the Mediterranean region, based on the EU's island management policy. As the island management policy in the Mediterranean region is closely related to tourism policy, it is possible to draw some implications for Korea's island management and tourism policy in the future.
