이 연구는 한-EU 무역관계를 글로벌 가치사슬(GVC) 데이터를 통해 분석함으로써 양자 간에 형성된 글로벌 공급망을 확인하고자 하였다. 특히 한국의 수출이 GVC를 통해 유럽 국가들의 산업생산에 얼마나 기여하고 있는지를 분석함으로써 직접무역을 통한 수출입 통계를 보완할 수 있는 방법론을 모색하였다. 한-EU FTA 발효 이후 대EU 수출은 부진한 반면, 수입이 증가하면서 무역수지가 악화되었다. 반면에 한국의 수출을 통관기준의 총수출과 부가가치 기준의 수출로 구분하여 살펴볼 경우 주요 수출 품목에 있어 부가가치 기준의 수출은 통관기준 수출에 비해 더 많았고, 그 결과 EU 내 시장점유율이 더 증가한 것으로 나타났다. 특히 이와 같은 현상은 독일 등 서유럽 국가에서 뚜렷하게 나타났다. 이러한 점을 감안할 때 한-EU FTA 이행 기간 중 한국의 대EU 무역은 공급망 형성 관점에서 진전을 거둔 것으로 평가할 수 있다. 또한 제3국을 경유한 간접 무역을 감안할 경우 실제의 대EU 무역수지 적자는 직접무역을 통한 통관기준 수치보다 더 작을 것이다. 한-EU 무역관계를 파악하기 위해서는 EU 역내의 GVC 네트워크와 ‘한국↔제3국↔EU’ 삼각형 구조의 무역을 살펴봐야 한다. 또한 양자 통상정책의 수립에 있어서도 GVC를 감안한 정책이 필요한데, 특히 EU의 경우 공급망 실사제도를 추진 중이기 때문에 양자 무역관계의 초점을 GVC까지 확대해야할 필요가 있다. 마지막으로 공급망 기반 통계를 FTA의 이행평가에 활용할 필요가 있다. 양자 무역 통계만으로는 더 이상 실질적인 무역흐름을 포착할 수 없기 때문이다.
This study sheds light on Korea-EU trade relations using global value chain (GVC) data and explores the global supply chain between Korea and European countries. Most of the studies of Korea-EU trade relations have focused on apparent bilateral trade volumes. However, this way of research needs to reflect the complexity of trade relations, including the diverse pattern of GVCs. This study examines how much Korea's exports have contributed to the industrial production of European countries in the GVC network.Since the implementation of the Korea-EU FTA, Korea's trade balance vis-a-vis the EU has deteriorated because its exports to the EU were sluggish while imports increased considerably. However, Korea's market share in European countries in terms of its value-added export did not decline, and in several key sectors, its value-added export to European countries has increased. In many countries, mainly western European countries, Korea's market shares in value-added export are higher than those in bilateral gross exports. These findings suggest a deepening of the industrial network between Korea and the European countries in the context of a more comprehensive global supply network. Korea's indirect export to Europe increased considerably. Given this consideration, the actual trade deficit of Korea to the EU would be smaller than bilateral trade statistics that consider only bilateral export and import. To understand the Korea-EU trade relationship, reviewing the GVC network in the EU and triangular trade relation 'Korea↔third country↔EU' is necessary. In addition, a trade policy for a particular country or region should consider GVC. In particular, since the EU is promoting its due diligence rules in the supply chain, it will be essential to incorporate GVC in bilateral trade policy. Finally, it is necessary to use supply chain-based statistics to evaluate the implementation of FTAs. This is because bilateral trade statistics alone can no longer capture actual trade flows.
