평화시부터 전쟁에 이르는 국가 안전보장을 위한 국가 비상대비업무 시 동원체제의 역할과 국가 비상대비업무에 있어 동원체제가 중요한 전략적 요소임을 제시하였다. 이를 위해 국가 비상대비업무와 국가 총력방위체제, 충무계획, 동원체제의 연관성을 분석하여, 결국, 국가의 동원체제는 국가 총력전 수행을 위한 중요한 국가권력 작용 절차임을 재강조하였다. 또한, 국가동원과 국방동원의 개념을 새롭게 구분하여 제시하고, 예비전력과 동원전력 개념의 구분을 시도하였다. 이러한 국가 비상대비업무에 있어 중요한 전략적 요소인 동원체제에 의해 창출되는 동원전력이 어떻게 역할 변화를 할 것인가를 제시하였는데, 국방동원 환경의 변화에 따라 동원전력의 역할을 평시에는 전쟁억제와 국지도발 및 비군사적 위협 시 지역방위작전, 전면전시에는 적의 배합전 수행 차단, 비전통적 위협에 대한 대응 수단, 군의 국제적 역할 확대 시 활용, 국민의 안보의식 고취 등으로 재정립하였다. 이러한 동원체제의 중요성에 대한 인식과 국민들의 지지와 성원하에 새로운 역할을 수행할 수 있는 동원전력으로 거듭날 수 있도록 정책적 지원의 필요성을 결론으로 제시하였다.
From peacetime to war, the role of the mobilization system in national emergency preparedness work to ensure national security and the mobilization system in national emergency preparedness work are presented as important strategic elements. It was re-emphasized that the state's mobilization system is an important process for the operation of state power to carry out a national all-out war. Also, I tried to separate the logic between Reserve War Power from National Mobilization and Mobilization Force from National Defense Mobilization System. Since there is a lot of change of National Defense Mobilization’s circumstances, I redefined the roles of mobilization force. In ordinary time, It is a deterrent to war is one of the roles. And Perform local defense operation when local provocation and nonmilitary threat is coming, block the enemies’ combination tactics in total war, manage response forces to take care comprehensive security threats, contribute in military’s international role, such as, dispatch troops; could be the roles of Mobilization Force, also. Finally, it is to become medium for reserve forces to be inspired in sense of national security. In conclusion, the necessity of policy support was put down so that it could be reborn as a mobilization force capable of performing a new role under the right awareness of the important of such mobilization system and the support of the people.
