새로운 농업･농촌 패러다임이 요구되는 상황에서 지방농업행정의 역할이 매우 중요해지고 있다. 그동안 농업･농촌의 발전방향을 모색하기 위한 많은 연구들이 진행되어 왔으나, 지방농업행정의 성과를 실증적으로 평가하는 연구들은 찾아보기 어려운 상황이다. 지방농업행정의 정책적 목표를 달성하고 지속가능한 발전을 위해서는 제도적･정책적 효과성을 종합적으로 분석할 필요가 있다. 이러한 배경하에 본 연구는 지방농촌지도직의 인식을 중심으로 지방농업행정 성과에 미치는 영향요인을 규명하고, 정책적인 함의를 도출하고자 한다. 분석 결과, 농업기술센터 역할, 농촌진흥청 역할, 지도직･일반직 관계, 농정 거버넌스에 대한 인식 수준이 높을수록 지방농업행정 성과는 높다고 인식하는 것으로 나타났다. 본 연구결과를 바탕으로 다음의 정책적인 제언을 제시한다. 농업정책 추진체계의 재설계가 요구되며, 농정 거버넌스의 실효성을 확보해야 한다. 더불어 농업행정 전달체계를 강화해야 하며, 체계적이고 계획적인 농정 분권화가 이루어져야 한다.
As a new agricultural and rural paradigm is requested, the role of local agricultural administration is becoming crucial. Many studies have been conducted to suggest the development direction for agriculture and rural areas. However, few empirical studies exist that evaluate the performance of local agricultural administration. In order to achieve the policy goals of local agricultural administration and sustainable development, it is necessary to analyze the institutional and policy effectiveness comprehensively. This study aims to identify factors affecting local agricultural administrative performance, focusing on the perception of local agricultural instruction service officials, and derives policy implications. As a result of the analysis, the higher the level of awareness on the role of the Agricultural Technology Center, the role of the Rural Development Administration, the relationship between instruction and general service officials, and the governance of agricultural administration is, the higher the perceived performance of local agricultural administration is. The policy recommendations of this study are as follows. A redesign of the agricultural policy promotion system is required, and the effectiveness of agricultural government governance must be secured. In addition, the delivery system for agricultural administration should be strengthened, and systematic and planned decentralization of agricultural administration should be implemented.
