본 연구는 지역사랑상품권에 관한 조례의 확산에 미치는 영향을 사회학적 제도주의의 동형화 이론의 관점에서 고찰하는 데 목적이 있다. 지역사랑상품권 조례를 도입한 188개의 기초자치단체를 대상으로 강제적･규범적･모방적 조건의 영향을 분석하였고, 이를 퍼지셋 질적비교분석(fsQCA)으로 제시하였다. 분석결과, 기초자치단체장과 기초의원의 소속정당이 여당이고, 상위 광역정부가 조례를 제정했고, 전통시장과 소상공인 보호 관련 조례와 인접정부의 조례도입의 영향으로 지역사랑상품권 조례가 확산되었다. 지역사랑상품권 조례를 선도 도입한 상위 16% 기초자치단체에서는 인접정부의 영향이 나타났다. 종합하면, 조례의 확산과정에서 모방적 동형화가 먼저 작용하고 강제적, 규범적 동형화가 같이 작용한 것으로 볼 수 있다. 본 연구는 제도의 확산연구에 있어 퍼지셋 질적비교분석(fsQCA) 방법을 적용했다는 점과 기존 선행연구의 분석단위를 전국 기초자치단체로 확대했다는 점에서 의의가 있다.
This study aims to examine what factors affect the spread of Local Love Gift Certificate Ordinance from the perspective of isomorphism theory of sociological institutionalism. Employing a fuzzy-set Qualitative Comparative Analysis (fsQCA), this study analyzed the effects of coercive, normative, and mimetic factors on the spread of the Local Love Gift Certificate Ordinance targeting 188 local governments that had the Local Love Gift Certificate Ordinance. As a result, this study confirmed that the factors affecting the spread of the Local Love Gift Certificate Ordinance were as follows: when the head of the local government and the majority of the members of the basic assembly belonged to the ruling party; when the higher-level government enacted an ordinance; when there were ordinances concerning the protection of traditional markets and small business; and neighboring local governments enacted ordinances. The motives for introducing the Local Love Gift Certificate Ordinance by the top 16% of local governments that first implemented the Local Love Gift Certificate Ordinance were affected by the fact that the neighboring government had the ordinance. Therefore, it shows that mimetic processes worked first in the process of spreading the ordinance, and coercive isomorphism and normative pressures worked together. This study is meaningful in that the fuzzy-set Qualitative Comparative Analysis (fsQCA) method was applied to the research on the spread of the institution and that the analysis unit of previous studies was expanded to the local governments nationwide.
