이 논문은 중국이 제시하고 있는 신형대국관계 구상에 대한 주요 내용 및 장애요인 그리고 미중 양국 관계 변화가 한반도에 미치는 영향 등에 대한 분석을 진행하고 있다. 시진핑 집권 이후 중국은 본격적으로 ‘신형대국관계’를 주장하며 ‘공생공영을 강조하고 있다. 이는 이전 시기 ’도광양회‘나 ’대국관계론‘ 등과 같은 중국의 대외정책 기조와 비교할 때, 매우 적극적인 태도 전환이라 할 수 있다. 중국이 주장하는 ’신형대국관계‘는 미중 양국이 상호 충돌하지 않고 대결하지 않으며, 상호존중하고 상생협력 한다는 것을 주요 내용으로 하고 있다. 미국은 대체적으로 상호 충돌하지 않고 대결하지 않는다는 전제에는 동의하나, ’상호존중‘이라는 원칙에 의구심을 표명하고 있다. 이는 중국의 핵심이익에 국가주권과 영토의 완정성과 안전이라는 개념이 포함됨으로서, 타이완문제나 남중국해 또는 조어도 문제 등에 있어 미국의 개입을 차단하려는 것으로 보여지기 때문이다. 따라서 중국의 굴기에 대해 부담을 가지고 있는 미국의 입장에서 중국의 신형대국관계 구상을 전면적으로 수용하기는 어려운 것이다. 한반도 문제에 있어서 미중 간 전략적 차이점이 존재하고 있으나, 한반도의 비핵화와 평화, 안정 등에 있어서 미중 양국의 입장은 비교적 일치하고 있다. 따라서 한반도 문제해결에 있어 미중 양국 간 대결 상황의 발생보다는 협력의 가능성이 높다고 볼 수 있다. 그러나 한국의 입장에서 한반도에서의 긴장완화를 위한 적극적인 노력이 미중 간 협력의 가능성을 높일 수 있다는 측면을 간과해서는 안될 것이다.
This article is the analysis of the efects through US-China relatioship change by the 'new great power relationship theory' which presented by China. Xijinping government asist on build a new great power relations between U.S-China will guarantee win-win cooperation. It is an active attitude change of China's foreign policy keynote which was 'keep a low profile' or 'great power relation theory'. China government insists 'new great power relationship theory' is proposed to set up US-China win-win cooperation without crashing or dispute. Although US government generally agree to the premise of peaceful coexistence with China, but still worry about mutal respect of US-China relations. This kind of US government doubts of it is orignated from the China's new great power relatioship theory which contains 'Taiwan issues' and 'the south strait issues' is regarded as the concept of China's core profit will be blocked from US intwrvention. Therefore,it is difficult for the US government is burdened with China's growth to take it all the way. Despite the existence of strategic differences on the Korean peninsula issues, the possibility of cooperation between US and China on korea denuclerization and peace issues seems high. But we must remember the fact that the more work on our own, the sooner we will find peace of korean peninsula.
