본고는 1658년(효종 9) 민정중(1628~1692)의 영남 암행어사 서계·별단을 통해 암행어사 활동과 그 과정에서 제안한 安民策과 지방군 개선안에 대해 살펴보았다. 당시 젊은 관료였던 민정중은 효종의 각별한 신임을 받아 호남·호서 지역에 이어 영남 지역까지 암행어사 직무를 수행하였다. 민정중은 효종 연간에 세 차례 암행어사에 임명되어 파견되었다는 점은 그의 뛰어난 실무수행 능력과 밀접하게 관련되어 있다. 본고의 주요 자료는 문집 『老峯集』에 수록된 서계·별단이다. 원문서가 아니고 개인 문집에 수록된 암행어사 서계·별단이다. 현재 암행어사 서계·별단에 대한 선행연구가 대부분 정조와 고종 대에 집중되어 있는데, 민정중의 서계·별단은 시기상 효종 대에 해당하기에 매우 이른 시기에 속한다고 할 수 있다. 효종이 민정중을 영남 암행어사로 파견된 주된 목적이 지방군 운영과 營將制의 실태, 현지 廉察이었다. 암행어사 민정중은 지방군의 증강에 따른 여러 문제점과 民弊를 거론하며 개선안을 제시하였다. 개선안의 기본 방향은 균등 부과와 부담, 재분배를 통한 安民이었다. 영남 암행어사 서계·별단에 보이는 2개월 동안 민정중의 활동은 실무 능력과 정치적 감각을 겸비한 조선 관료의 典範을 보여주고 있다. 『노봉집』 수록 암행어사 서계·별단은 효종 연간 민정중의 암행어사 활동과 아울러 당시 영남 지역의 사회상을 이해하는데 중요한 자료라고 할 수 있다.
This study explores the activities of Min Jeong-Joong(閔鼎重 1628-1692) in Gyeongsang-do in 1658 as a secret royal inspector and the measures he proposed in the process to stabilize the lives of the people. A young government official at the time, Min Jeong-Joong received special trust from King Hyojong and performed duties as a secret royal inspector in Jeolla-do and Chungcheong-do areas, which were followed by the same duties in Gyeongsang-do region as well. The fact that he was appointed and dispatched from the age of 25 to 31 as a secret royal inspector three times during the reign of King Hyojong is closely related to his sincerity and competence in performing duties. The main purpose of the secret royal inspector dispatched to Gyeongsang-do region was to inspect the conditions of the local military and the yeongjang system(營將制) during the northern expedition policy of Hyojong that was implemented at the time, and to inspect the conditions of local people’s lives. In the report to the king Min Jeong-Joong pointed out various problems and inconveniences in the lives of the people and suggested plans to improve them. The basic direction of the improvement plans proposed by him was to stabilize the lives of the people through equal taxation and redistribution. Through his activities as a secret royal inspector in the Yeongnam region for two months, Min Jeong-Joong showed a typical example of a Joseon Dynasty government official with an excellent practical sense and skills.
