이 연구는 최근 지자체 차원에서 빠르게 확산되고 있는 복지기술이 어떻게 생산되고 확산되어 상용화되는지를 개발자의 경험을 통해 분석하고 구조화함으로써 복지기술 개발에 대한 정책적, 실천적 함의를 찾고자 하는 것이다. 이를 위해 복지기술 관련 기업 개발자에 대한 포커스 그룹 인터뷰(FGI)를 통해 질적 자료를 수집하였다. 분석 결과, 총 46개의 개념이 확인되었으며, 1) 복지기술 사업 참여배경과 제품개발, 2) 복지기술 제품개발 유형과 사업화 과정 등 2개의 주요 범주가 도출되었다. 주요 결과를 토대로 복지기술 기업의 특수성과 복지기술 생산과정에서의 민관협력의 실제, 정부의 구체적인 역할 등을 확인하였으며, 복지기술 개발에서 데이터 활용에 대한 정부의 합리적 가이드라인과 규칙 제정이 필요함을 제안하였다.
This study aims to find the policy and practical implications in the development of welfare technologies by analyzing and structuring how welfare technology which is rapidly spreading at the local government level, is developed, spread and commercialized through the developers’ experiences. For this purpose, qualitative data were collected through focus group interviews (FGI) with developers of welfare technology-related companies. As a result of the analysis, a total of 46 concepts were identified, and two main categories were derived: 1) the background of participating in welfare technology projects and the development of such products, and 2) the types of welfare technology product development and commercialization process. In particular, we confirmed the specificity of welfare technology companies, the actual public-private partnerships in the welfare technology production process, and the specific role of the government. Based on the main results, we also suggested that the government should establish reasonable guidelines and rules for data utilization in the development of welfare technologies.
