본 논문에서는 6·25 전쟁 시기 한국 공군의 토대를 구축한 딘 헤스의 생애를 분석하고, 그 결과가 한국 공군에 주는 함의를 도출하였다. 헤스는 미 공군이 제공한 F-51D 전투기 10대로 한국 공군 조종사 훈련을 시작하였지만 이후 75대까지 전력을 증강하였다. 또한 조종사뿐만 아니라 정비병도 양성함으로써 한국 공군이 자기 완결적인 조직이 될 수 있도록 지원하였다. 이를 통해 한국 공군이 육군과 해군처럼 독립된하나의 군으로 성장할 수 있었다. 이처럼 기적과도 같은 일이 가능했던 배경에는 헤스의 탁월한 역량이 있었다. 그는 고매한 인품의 소유자였으며 전문적인 지식을 보유하고 있었고 리더십도 출중했다. 헤스의 탁월한 역량이 훌륭한 성과를 창출했다는 점을 고려할 때, 6·25 전쟁기 그의 생애를 엄밀하게 분석하기 위해서는, 리더의 특성을 강조하는 리더십 이론이 필요하다. 변혁적 리더십과 서번트 리더십의 구성요소들을 원용하되, 공군장병의 정신전력 증강을 위한 논문임을 고려하여, 공군에서 통용되는 문법과 언어라고 할 수 있는 ‘공군 핵심가치와 구성요소’들로 해당 리더십의 구성요소들을 치환하여 분석하였다. 헤스의 생애는 도전, 헌신, 전문성, 팀워크라는 공군 핵심가치와 16개의 구성요소(행동강령)에 부합한다. 따라서 공군인들이 공군 핵심가치를 체화하여 탁월한 리더로 성장하기 위해 노력하고 있다는 점을 고려할 때, 딘 헤스의 사례연구가 공군에 주는 함의는 크다고 할 수 있다.
In this paper, the life of Dean Hess, who built the foundation for the Korean Air Force during the Korean War, was analyzed, and the implications of the results for the Korean Air Force were derived. Hess began training as a South Korean Air Force pilot with 10 F-51D fighter jets provided by the U.S. Air Force, but later increased his strength to 75. It also supported the Korean Air Force become a self-sufficient organization by providing both pilots and mechanics training. This allowed the Korean Air Force to develop into an independent military force similar to the Army and Navy. He was a man of noble character, professional knowledge and outstanding leadership. Considering that Hess' remarkable capabilities have produced excellent results, a leadership theory emphasizing the characteristics of leaders is needed to thoroughly analyze his life during the Korean War. Using the components of transformational leadership and servant leadership, the components of leadership were replaced and analyzed with the core values and components of the Air Force. Hess's life is in line with the Air Force’s core values: challenge, commitment, professionalism, teamwork, and 16 components (Code of Conduct). Therefore, considering that Air Force personnel strive to embody the Air Force’s core values and develop into excellent leaders, the implications of Dean Hess' case study on the Air Force are very significant.
