본 연구는 지역의 산업클리스터링 및 지역혁신체계를 구축하고 정부의 지역산업 육성을 위한 정책적 추진방안의 일환으로 설치된 테크노파크의 조성 및 입지, 그리고 운영특성이 지역의 경제성장에 미치는 효과를 패널FGLS를 이용해 실증분석 하였다. 주요 결과를 요약하면 다음과 같다. 첫째, 기술 및 연구개발, 지원서비스와 같은 직접 이용 공간의 확대는 기술창업 기업의 성과를 높일 수 있다는 점에서 지역경제 활성화에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 지역 내 전략산업을 육성하고 개별기업을 육성하기 위한 테크노파크의 사업비는 지역경제 성장에 유의한 영향을 미치는 것으로 나타났다. 셋째, 공공주도 테크노파크에 비해 빠르게 변화하는 산업구조 변화에 더 유연하게 대처할 수 있는 민간주도 테크노파크의 지역경제 성장효과가 더 높은 것으로 나타났다. 넷째, 광역시 및수도권 이외 지역에 조성된 테크노파크가 지역경제에 미치는 영향이 더 큰 것으로 나타났다. 다섯째, 테크노파크를 바탕에 둔 지역산업 특화정책은 지역경제 성장에 유의한 효과를 주는 것으로 나타났다. 이를 바탕으로 본 연구는 테크노파크를 산업이 침체된 지역을 중심으로 확대 조성해 지역산업의 활성화 및 특화전략을 추진할 필요가 있다는 결론을 도출하였다.
This study empirically analyzes the effects of development, location and operation features of a technology complexes (so-called ‘Technopark’) on the regional economic growth, which are being constructed as a part of the government’s policy initiatives to establish a regional industrial clustering and regional innovation system, and foster regional industries. The empirical analysisis conducted with Panel FGLS. The major findings are as follows. First, it is found that the expansion of direct use spaces such as technology, R&D, and support services has a positive effect on regional economic growth as they increase corporate performance. Second, it is confirmed that business cost of a technopark to foster strategic industries and individual companies in the regionhas a significant effect on the regional economic growth. Third, it is also found that private technoparks had better effects on regional economic growth, compared to public technoparks, as they are more flexible in dealing with fast changing industrial environment. Fourth, it is shown that technoparks created in non-metropolitan areas has a greater impact on the regional economy. Fifth, it is suggested that the regional industrial specialization policy based on technopark construction has a significant effect on the regional economic growth. With findings, this study suggests that it is necessary to promote a policy for activation and specialization of regional industry by expanding and creating a technopark in underdeveloped areas.
