트럼프 행정부에 이어 바이든 행정부 하에서도 미중 간 긴장고조가 지속되면서 중국을 겨냥한 미국의 지역전략 및 군사전략, 동맹전략과 주둔전략 재편이 가속화될 전망이다. 미국은 인도태평양 지역 내에서 동맹 간 협력 강화를 주도하여 동맹 네트워크화를 달성하고자 하며 이의 핵심 근간으로서 중국을 압도할 새로운 작전개념 이행체계와 태세를 갖추고자 한다. 미국은 중국을 상대하기 위해 태평양을 건너와야 하며 중국 인민해방군의 질적 개선, 양적 증대로 인해 인도태평양 지역 내에서 ‘수적 열세’에 처하게 되었다. 미국은 이를 극복하기 위해 해공군 전력 증대 뿐 아니라 중국 주변 동맹 및 파트너 국가의 무인섬을 활용하여 지상 기반 발사체를 이동형 발사차량 형태로 운영하는 작전개념을 구현하고자 한다. 이는 미 육군이 발전시켜 온 다영역 작전개념(MDO)에 기초하면서 해군의 분산해양작전(DMO), 해병대의 원정전방기지작전(EABO), 공군의 합동전영역지휘통제작전(JADC2) 등을 종합하고 체계화한 합동전영역작전(Joint All Domain Operation, JADO) 개념이다. 바이든 행정부 동안 합동전영역작전으로의 재편이 본격화될 경우 이를 구현하기 위한 방향으로 동맹 및 주둔전략도 재편될 가능성이 높다. 한국은 이러한 변화가 한국의 국익과 안보전략에 부합하는 방향으로 추진될 수 있도록 미국의 전략개념 변화를 면밀히 관찰하면서 향후 진행될 한미 간 협의를 주도해 나갈 수 있어야 한다.
Following the Trump administration, tensions between the U.S. and China are accelerating in the Biden administration, so the reorganization and transformation of the U.S. regional and military strategies, and defense posture will be strongly pursed aiming at China. The U.S. wants to take the initiative in strengthening cooperation between allies within the Indo-Pacific region to achieve 'alliance network' and to build a new operational concept that will overwhelm China in the region. The U.S. has to cross the Pacific Ocean to deal with China, and the improvement in the quality and quantitative growth of China's People's Liberation Army has left the U.S. "undernumbered" within the Indo-Pacific region. To overcome this, the U.S. intends to implement the concept of operating ground-based projectiles in the form of mobile launcher vehicles by utilizing unmanned islands of allies and partner countries near China as well as increasing naval and air force forces. This is United States Joint Chiefs of Staff's Joint All Domain Operation Concept (JADO) that combines and reorganizes the DMO (Distributed Maritime Operations) by Navy, Expeditionary Advanced Base Operation (EABO) by Marine Corps, and the Air Force's Joint All Domain Command & Control (JADC2) based on Multi-Domain Operation (MDO) by US Army. If the reorganization of operational concept and defense posture begin during the Biden administration, it is highly likely that the alliance strategy and us forces's posture in the region will be reorganized in order to implement it. South Korea should be able to take the lead in future consultations between South Korea and the U.S. while closely monitoring changes in U.S. strategic concepts so that such changes can be pursued in a way that is in line with South Korea's national interests and security strategy.
