본고에서는 『청구야담』에 서술된 암행어사 유의의 행적을 바탕으로 암행어사가 제 역할을 수행하는 과정 전반을 살펴보고, 야담에 암행어사 제도를 성찰하고 개선하고자 하는 문제의식이 반영되어 있음을 확인하였다. 첫째, 암행 단계에서는 수령이 좌수를 관리하기 어려운 지방 통치 제도의 한계와 암행감찰 과정에서의 신분 노출의 가능성을 살펴보았고, 암행감찰을 통해 얻은 정보의 사실 여부와 그에 대한 암행어사의 판단의 공정성을 검토해야 하는 필요성을 논의하였다. 둘째, 출두 단계에서는 판결에 공정을 기해야 할 암행어사가 접대를 받고 뇌물을 수수하여 죄인의 형량을 경감한 문제를 고찰하였다. 셋째, 암행어사 활동을 마친 유의가 공정하지 않은 자신의 판결을 무용담처럼 늘어놓은 사실, 그리고 그 사실을 듣고 비판적으로 사유하지 않고 포복절도한 주변 사람들을 통해 암행어사에 대한 당대인의 방관적 자세 또는 무비판적 인식을 알아보았다. 이러한 문제들은 암행어사 제도의 실효성을 떨어뜨리는 것이었기에, 야담의 서술자는 피폐해진 백성의 삶을 개선하고 왕도 정치를 실현할 수 있는 방법의 하나로, 암행어사 유의에 관한 짧은 이야기를 통해 암행어사 제도를 성찰하고 개선할 것을 제의하였다고 추론하였다.
Analyzing whole process that a secret royal inspector performed his roles on the basis of trace of the past of secret royal inspector You Eui from 『CheongguYadam』, I examined that critical mind that narrator wanted to introspect and reform the secret royal inspector system was reflected in yadam. First, in stage of secret inspection, I searched limitation of the local ruling system that it was difficult that chief supervised jwasu and there was possibility of identification exposure in process of secret inspection. I also discussed that secret royal inspector should ascertain whether information to gain from secret inspection was true or not, and I argued that secret royal inspector should review fairness of judgment on information. Second, in stage of appearance, I considered problems that secret royal inspector who should ensure fairness in judgment received treat and bribe, so reduced punishment of criminal jwasu. Third, I examined facts that You Eui who finished works of secret royal inspector talked his unrighteous judgment as tale of heroism, and people were convulsed with laughing without critical thinking after hearing trace of the past of secret royal inspector You Eui. I recognized onlooker stance or uncritical awareness on secret royal inspector of contemporary through the facts. I inferred that narrator of yadam thought that those problems could decrease effectiveness of secret royal inspector system, so suggested that people should introspect and reform secret royal inspector system through trace of the past of secret royal inspector You Eui in order to improve devastate lives of the people and realize royal politics.
