과학기술의 비약적 발전은 정보화 사회로 이어져 산업 전반에 생산성 확대 및 생활 편리를 가져왔다. 한편, 사회는 기하급수적으로 생겨나는 ‘가짜뉴스’라는 상황을 접하고 있다. 특히 20대 대선 관련 가짜뉴스는 심각한 수준이다. 이에 본 연구는 목적은 선거 관련 가짜뉴스 담론 성격과 사회적 영향을 알아보고 선거 관련 가짜뉴스를 방지하는 데 목적을 두고 시도하였다. 연구방법은 20대 대선 관련 가짜뉴스 기사 관련 매체의 내용 분석과 그 방지 대안을 제안하는 정책적 방법을 쓴다. 연구내용은 가짜뉴스 담론의 종류와 특징, 가짜뉴스가 미래 사회에 어떤 영향을 미치는지, 가짜뉴스 생성의 억제 방법 제안 등이다. 연구결과 20대 대선 관련 가짜뉴스의 특징은 동일사건에 대한 상반된 주장, 배우자 리스크, SNS 위력 등을 들 수 있다. 가짜뉴스에 대한 사회적 담론 해석 양상은 하나의 정치 프레임으로 수용, 무의미한 말장난으로 해석 등이며, 그로 인한 민주주의 및 선거제도 오염과 부정 등의 영향을 가져왔다. 이에, 가짜뉴스의 사회적 예방법은 공인의 표현에 대한 검증(팩트체크) 및 책임 강화와 사회적 관심사에 대한 정보의 투명성 제고를 제안한다. 끝으로 디지털 리터러시 능력 함양으로 윤리적 주체이면서 표현에 책임을 지는 ‘책임윤리’가 실천되는 사회가 되길 희망한다.
The rapid development of science and technology led to an information-oriented society, which led to the expansion of productivity and convenience in life throughout the industry. Meanwhile, society is encountering a situation called ‘fake news’ that occurs exponentially. In particular, fake news related to the 20th presidential election is in serious level. Therefore, the purpose of this paper was to investigate the nature and social impact of election-related fake news discourse and to prevent election-related fake news. The research method uses a policy method that analyzes the contents of media regarding fake news articles related to the 20th presidential election and proposes alternatives to prevent them. The contents of the study include the types and characteristics of fake news discourse, how fake news affects future society, and suggestions on how to suppress fake news generation. As a result of the study, the characteristics of fake news related to the 20th presidential election include conflicting claims about the same incident, spouse risk, SNS power, and etc. The interpretation of social discourse on fake news was accepted as a political frame and was interpreted as meaningless puns, resulting in the contamination and denial of democracy and election systems. Accordingly, the social prevention method of fake news proposes verification (fact check) of public figures, reinforcement of responsibility, and transparency of information on social interests. Finally, it is hoped that with the cultivation of digital literacy skills, the society will become an ethical agent and a place where ‘responsible ethics’ is practiced which takes responsibility for own expressions.
