북한은 김일성, 김정일, 김정은 등 3대에 걸쳐 ‘우리식’ 경제관리 방법을 개선․완성하기 위한 노력을 기울였으며, 김정은 정권에서의 ‘우리식’ 경제관리 방법 개선․완성을 위한 움직임은 사회주의 기업 책임관리제를 중심으로 표출되었다. 사회주의 기업 책임관리제는 내각의 ‘1228호 상무조’ 및 중앙당의 ‘경제관리 개선 연구 전문기구’의 연구․검토, 그리고 본격적 추진과정을 거쳐서 2014년 5월 30일 김정은의 『현실발전의 요구에 맞게 우리식 경제관리 방법을 확립할데 대하여』, 이른바 ‘5.30 담화’로 종합화․정식화되었다. 이와 같은 사회주의 기업 책임관리제의 추진과정을 살펴보면, ①시범 실시 후, 전면 실시 ②선 실시, 후 법률화 ③자체 실정에 맞게 실시 ④현재진행형 등의 특징을 보여준다. 본 논문은 다양한 자료를 활용하여 김정은 정권에서의 사회주의 기업 책임관리제의 추진과정과 특징을 살펴보았지만, 다음과 같은 한계가 있다. 농업․공업 부문에서의 사회주의 기업 책임관리제의 보다 구체적인 내용과 분석, 실제 적용사례, 북한경제 전반 또는 북한의 경제개혁과 관련한 사회주의 기업 책임관리제의 평가 등에 관한 내용은 본 논문에 포함되어 있지 않다.
North Korea has made efforts to improve and complete ‘Our Style Economic Management Method’ over three generations: Kim Il-sung, Kim Jong-il, and Kim Jong-un. The Kim Jong-un regime's movement to improve and complete the 'Our Style Economic Management Method' was expressed around the 'socialist corporate responsibility management system'. The socialist corporate responsibility management system was comprehensively established throughout a researching and reviewing process by the Cabinet's ‘1228 Task Force’ and the Central Party's ‘Economic Management Improvement Research Organization’ and a full-fledged promotion process, and then formalized with Kim Jong-un’s ‘May.30 speech’ in 2014 on “establishing Our Style Economic Management Method to Meet the Needs of Real Development”. Looking at the process of implementing the socialist corporate responsibility management system, it shows characteristics such as ① full implementation after a pilot test ②implementation first and legalization later, ③implementation to meet its own situation ④still going on(continuation). This paper examined the process and characteristics of the socialist corporate responsibility management system under the Kim Jong-un regime using various data, but there is a following limitation. More specific details and analysis of the socialist corporate responsibility management system in the agricultural and industrial sectors, actual application cases, and evaluation of the socialist corporate responsibility management system related to the overall North Korean economy or North Korean economic reform are not included in this paper.
