위기 상황이 계속되고 있는 한일관계의 개선을 위한 호기, 즉 기회의 창은 과연 올 것인가? 이 문제의식을 토대로 본 연구는 향후 한일관계의 개선 가능성을 규명하는 것을 목적으로 한다. 이를 규명하기 위해 먼저 한일관계 악화의 양상과 원인을 밝힌다. 그리고 이를 토대로 한일관계가 개선되기 위한 조건을 국제정치의 구조적인 측면과 한일 양자적 측면으로 구분하여 양국관계의 개선 가능성을 조망하고자 한다. 한일관계 개선 가능성은 한일관계의 양자적 측면보다는 국제정치의 구조적 요인이 어떻게 변화하는가에 따라 더 민감하게 나타남을 주장한다. 그 이유는 두 가지를 들 수 있다. 첫째, 역사적으로 한일관계의 변화를 가져온 변수는 한반도와 동아시아 안보 상황의 구조적인 변화에 맞물려 있었기 때문이다. 둘째, 현재의 양국관계 흐름에서 양국의 정치적 리더십이 관계 개선을 위해 정치적 결단을 내릴 가능성은 매우 낮다. 이는 양국 국민의 상대국을 향한 악화된 인식에 기인하며, 이는 결국 양국의 정권 운영에 중요한 변수이기 때문이다. 그렇지만, 한일 양국의 관계 개선을 위한 양자 간의 정치적 결단이 한일관계 개선에 미치는 직접적인 영향을 간과할 수 없다. 2022년은 양국의 국내 정치 상황에 중요한 분기점이 되는 해다. 한국은 대통령 선거 결과 정권 교체가 이루어진 상황이며, 일본도 7월 참의원 선거를 앞두고 있기 때문이다. 따라서 이러한 양국의 국내 정치 상황 변화가 국제정치의 구조적 요인과 연계되어 양국 관계 개선에 어떠한 영향을 미칠 것인가를 아울러 분석할 것이다. 이러한 연구는 새롭게 출범할 대한민국 정부의 대일 외교안보전략 수립에 기여할 수 있는 중요한 함의를 가진다.

Will the window of opportunity, come to improve the relationship between Korea and Japan, where the crisis continues? Based on this problem, this study aims to investigate the possibility of improving Korea-Japan relations in the future. To clarify this, we first clarify the patterns and causes of the deterioration of Korea-Japan relations. Based on this, the conditions for the improvement of Korea-Japan relations are divided into the structural aspect of international politics and the bilateral aspect of Korea-Japan, and the possibility of improvement in bilateral relations is viewed. It is argued that the possibility of improving the Korea-Japan relationship is more sensitive than the bilateral aspect of the Korea-Japan relationship depending on how the structural factors of international politics change. There are two reasons for this. First, the variables that historically brought about changes in Korea-Japan relations were linked to structural changes in the security on the Korean Peninsula and East Asia. Second, it is very unlikely that the political leadership of the two countries will make a political decision to improve relations. However, the direct impact of the bilateral political decision to improve the relationship between Korea and Japan cannot be overlooked. 2022 is an important turning point in the domestic political situation of the two countries. Therefore, we will also analyze how these changes in the domestic political situation of the two countries will affect the improvement of bilateral relations in connection with structural factors of international politics.
