방위비분담은 동맹간 포괄적인 부담분담의 한 부분이며, 부담분담은 동맹 간의 역할과 책임을 지속적으로 재정의하며 이해관계의 충돌을 해소하는 동맹정치의 산물이다. 따라서 방위비분담은 동맹정치라는 틀 속에서 조망할 때 그 역사성과 본질이 더욱 분명히 드러나게 된다. 이에 본 논문은 한미방위비분담을 미국 대전략 변화, 국가전략에 대한 담론, 그리고 국내정치의 변동을 담아낼 수 있는 동맹정치의 관점에서 조망함으로써 오늘날 방위비협상의 쟁점과 함의는 물론 방위비분담의 역사에 대한 이해에 기여하고자 한다. 이를 위해 먼저 한·미 간 방위비분담의 현황과 배경에 대해 살펴보고, 트럼프 행정부의 분담금 인상 압박의 배경을 이해하기 위해 분담률에 대한 3가지 계산법을 제시한다. 이를 통해 일견 즉흥적인 것으로 여겨졌던 트럼프 행정부의 셈법이 국가전략의 선회와 더불어 한·미 간 비용분담의 현실에 대한 재인식이 반영된 결과임을 강조한다. 이어서 동맹정치의 역학을 포착할 수 있는 스나이더의 상대적 동맹협상력 틀을 바탕으로 한·미 간 비용분담의 역사에 있어 중요한 시점들을 재조명한다. 이를 통해 한미동맹 내에서의 역할과 비용분담에 대한 조정은 동맹정치 역학의 변화에 따라 양국의 이해관계가 충돌하면서 지속적으로 반복되어 왔음을 보여준다. 한미동맹의 역사는 그와 같은 갈등과 타협을 통한 역할 및 비용분담 조정의 역사에 다름 아니다.
Cost-sharing constitutes a part of comprehensive burden-sharing within an alliance, and burden-sharing is an outcome of alliance politics which constantly redefines roles and responsibilities within an alliance and resolves conflict of interests between alliance partners. The perspective of alliance politics, therefore, allows us to understand and address the historical developments and implications of the ROK-U.S. cost-sharing in its complexity. This study aims to examine the major issues of the ROK-U.S. cost-sharing from the viewpoint of alliance politics and thereby to contribute to the understanding of the past and present of the bilateral burden-sharing. For that purpose, this paper explores the history and background of the ROK-U.S. Special Measures Agreement and presents three different approaches to measure the relative financial cost-sharing between the two allies. It is argued that a preference for a specific approach reflects adjustment in grand strategy and assessment of the level of contribution made by its partner. Trump administration’s maximum pressure for burden-sharing can be understood in similar terms. Then, this paper retraces the history of ROK-U.S. defense burden-sharing, revisits four defining historical moments, and reexamines them with the framework of relative alliance bargaining power. In conclusion, this study suggests that while it is true that tension between the ROK and U.S. was especially severe during the Trump administration over the ROK’s financial contribution, the intra-alliance conflicts have been recurring, resulting into the redefinition and recalibration of respective security roles and responsibilities within the bilateral alliance.
