전 세계 도시들뿐만 아니라 우리나라 도시들 또한 전례 없는 축소를 경험함에 따라 기존의 성장지향적 계획관행에서 벗어나 도시의 특성을 반영한 차별화된 축소 대응 방안을 마련할 필요성이 대두되었다. 본 연구의 목적은국내 지방 중소도시의 도시계획 수립 실태를 파악하고, 해외의 다양한 축소 대응 방안을 검토하여 지방 중소도시에적용 가능한 전략을 모색하는 데 기여하는 것이다. 이를 위해 우리나라 축소도시를 대상으로 1975년~2035년 실제인구와 계획인구의 추이를 비교하여 괴리 정도를 파악하였다. 대부분 도시가 축소 상황에서도 여전히 계획인구의과다추정을 통해 도시의 양적 성장을 기대하고 있음을 확인하였다. 성장을 전제로 한 획일적 접근에서 벗어나 축소를 현실로 받아들이고 현명하고 창조적인 방식으로 이 문제에 접근하는 해외의 다양한 사례들을 검토하여 다음과같은 방안을 도출하였다: 1) 축소도시의 방향성으로서 스마트 쇠퇴, 2) 이 방향성을 실현하는 구체적 방안으로서 적정규모화, 유휴·방치 부동산의 일시적 활용, 그린 인프라 및 도시 녹화 전략, 3) 축소도시가 지향해야 할 도시구조의형태로서 컴팩트 시티. 본 연구에서의 검토는 도시 차원에서 축소에 대응하기 위한 구체적인 가이드라인을 제공한다는 점에서 의의를 가진다.
As not only cities around the world but also those in Korea have experienced unprecedented urban shrinkage, the need to break away from the existing growth-oriented planning practices and come up with differentiated responses to shrinkage reflecting the characteristics of cities emerged. The purpose of this paper is to understand the actual state of urban planning in local small and medium-sized cities in Korea, and contribute to find out strategies applicable to local small and medium-sized cities by reviewing various overseas responses to shrinkage. To this end, the gap was identified by comparing the trend of the actual and the planned population from 1975 to 2035 for shrinking cities in Korea. It was confirmed that most cities still expect quantitative growth through overestimation of the planned population even in the case of shrinkage. We reviewed various overseas cases where shrinkage was accepted as a reality and approached this problem in a smart and creative way, away from the uniform approach premised on growth and derived the following responses to shrinkage: 1) ‘smart decline’ as the direction of the shrinking city, 2) right-sizing, temporary use, green infrastructure and urban greening strategies as a ‘specific action plan’ to implement smart decline in reality, 3) ‘compact city’, the ultimate urban structure that the shrinking city should aim for. The review in this study is significant in that it provides specific guidelines for coping with shrinkage at the city level.
