국내 문화산업의 지속적 성장에도 불구하고 미술품 감정시장은 체계적으로 발전해오지 못했다. 본 연구는 미술품 감정시장의 제도화를 위하여 미술품 감정의개념과 유형을 정의하고, 국내 미술품 감정시장의 변천과정을 살펴보았다. 더불어 국내 미술품 감정시장의 공급 및 수요 현황을 분석하였으며 그 동안의 정책적제도화를 위한 시도들을 살펴보았다. 미술품 감정은 진위감정과 시가감정으로 구분할 수 있다. 미술품의 진위여부를 판별하는 진위감정과는 달리 시가감정은 미술품 시가감정은 미술품의 가치에 대한 의견을 도출하는 과정으로써 시장에서 거래되는 미술품에 대해 다양한 목적에 따라 그 가치를 판단하는 것이다. 미국에서는 전문감정실무기준(USPAP)을 수립하여 미술품 감정의 목적에 따른 기본적 방법과 절차, 감정사로서의 윤리규정 등을 제시하고 있지만, 국내에서는 체계적 접근이 이루어지고 있지 못하였으며 결과로서의 작품 가격만 제시하는 시가감정이 일반화되어 왔다. 따라서 본 연구에서는 미술품 감정 시장이 공신력을 확보하고제도적인 발전을 이루기 위하여 다음과 같이 몇 가지 전략을 제안하였다. 첫째, 감정 관련 개념 정의 및 용어의 통일, 둘째, 미술품 감정 실무기준 제정, 셋째, 감정위원회 설립, 넷째, 정부 및 주요 기관 간의 유기적 협력기반 마련, 다섯째, 감정 전문인력의 체계적 양성, 여섯째, 감정분야 제도화를 위한 관련 제반사항 마련등이다. 이러한 전략들을 통해 미술품 감정 시장의 체계적 발전과 공신력 확보를 기대해본다.
Despite the growth of the domestic art industry, art appraisal has not been developed in response. In the United States, USPAP(Uniform Standards of Professional Appraisal Practice) has been established to present basic methods and procedures according to the purpose of appraisal artworks, and ethical regulations as appraisers. However, such a systematic approach has not been made in Korea, and accordingly, only the price of works is usually presented in appraisal. Therefore, in this study, first of all, it was premised that transparent and objective valuation by appraisal is the basis for the development of the art industry. In addition, several strategies for the development of art appraisal were proposed as follows. First, definition of appraisal-related concepts and terminology, second, establishment of art appraisal practice standards, third, establishment of an appraisal committee, fourth, establishment of an comprehensive cooperation among the government and major related organizations, fifth, professional training of appraisal experts, and sixth, institutionalization of appraisal fields. Through these strategies, we look forward to the systematic development of the art appraisal and securing public confidence.
