본 논문은 지난 30년간의 전라남도의회의 의정활동을 횡단적 자료를 활용하여 시계열적으로 분석･평가하는데 목적이 있으며, 전라남도의회 의사록, 의정백서, 의회현황, 기타 간행물 등 의회공식자료와 도의회 관련 신문기사 등을 내용 분석했다. 이를 위해 예･결산심의활동, 조례 제･개정활동, 행정사무감사 및 조사활동, 도정 질의활동, 민의반영활동 등 다섯 가지 활동을 분석의 기초로 삼았다. 지난 30년간 전라남도의회의 예산안 수정가결은 49.7%이고, 원안통과는 50.3%이며, 총 3,388건의 조례안을 처리하였다. 또한 입법활동의 중심이 지사에서 의원으로 변화하였다. 이러한 통계치는 전라남도의원들의 입법활동이 시간이 지날수록 활발해지고 있다는 것을 의미한다. 전라남도의회의 감사건수는 제4대 의회부터 제11대 의회까지 30년 동안 96.59% 증가하였으며, 총 4,461건의 도정질문을 하였고, 채택된 청원심사건수 총 17건이다. 지난 30년간의 의정활동을 살펴볼 때, 전라남도의회는 지역주민들의 요구에 적절히 대응하며, 시대적･지역적 사명에 부응하기 위해 주민의 대표기관이자 의사결정기관으로서 그 존재 가치를 실현하기 위해 노력했다고 평가할 수 있다.
The purpose of this study is to analyze and evaluate the legislative activities of the Jeollanamdo Provincial Assembly over the past 30 years. This study used five activities as the basis for analysis: budget and settlement deliberation activities, local ordinance enactment and revision activities, administrative audit and investigation activities, government inquiry activities, and public opinion reflection activities. As a result of the study, over the past 30 years, the Jeollanam-do Provincial Assembly passed amendments to 49.7% of the budget, and 50.3% passed the original bill, and has processed a total of 3,388 ordinances. The center of legislative activity changed from the governor to the assembly member. These statistics mean that the legislative activities of Jeollanam-do lawmakers are becoming more active as time goes by. The number of audits increased by 96.59% over 30 years, and a total of 4,461 questions were asked, and a total of 17 petitions were accepted. Evaluating the legislative activities of the past 30 years, the Jeollanamdo Provincial Assembly has made efforts to realize the value as a representative and decision-making body in order to respond appropriately to the needs of local residents.
