그동안 마을기업 육성사업에 대한 제도적·정책적 개선이 이루어지고 학술적인 논의들이 진행되었으나, 마을기업의 지속가능한 발전을 위한 실증연구는 찾아보기 어려운 상황이다. 마을기업 운영자들의 인식에 기초하지 않은 정책의사결정은 바람직하지 않기 때문에, 이들에 관한 실증연구는 그 중요성이 크다고 할 수 있다. 더불어 마을기업 육성사업이 정책목표를 달성하고 지속가능성을 담보하기 위해서는 제도적·정책적 효과성을 종합적으로 검증할 필요가 있다. 이러한 배경 하에 본 연구는 마을기업 운영자들의 인식을 중심으로 마을기업의 지속가능성에 영향을 미치는 요인을 규명하고, 정책적 함의를 도출하고자 한다. 분석 결과, 공동체성 요인, 공공성 요인, 지역성 요인, 기업성 요인은 마을기업의 지속가능성 요인에 정(+)의 영향을 미치는 것으로 나타났다. 이러한 연구결과를 바탕으로 다음의 정책적 제언을 제시한다. 마을기업의 특수성과 유형을 고려한 맞춤형 지원이 요구되며, 거버넌스 주체의 역할 강화가 필요하다. 또한 마을기업 관리체계를 고도화하고, 근거법을 마련하여 안정적인 성장 기반을 조성해야 한다.
In the meantime, institutional and policy improvement and academic discussions have been conducted on the community enterprises project, but it is difficult to find empirical studies for the sustainable development of community enterprises. Since it is undesirable to make policy decisions that are not based on the perceptions of community enterprises operators, empirical studies on them are of great importance. In addition, it is necessary to comprehensively verify the institutional and policy effectiveness of the community enterprises project in order to achieve its policy goals and ensure sustainability. Based on this background, this study aims to analyze the factors for sustainability of community enterprises, focusing on the perceptions of community enterprises operators, and to derive policy implications. As a result of the analysis, community factor, publicness factor, locality factor, commerciality factor had a positive (+) effect on the sustainability factor of community enterprises. Based on this, this study presents some policy suggestions. Customized support considering the specificity and type of community enterprises is required, and the role of the governance needs to be strengthened. In addition, the community enterprises management system should be upgraded and a base law should be prepared to create a stable foundation for growth.
