경기도 개발제한구역은 1개 시. 5개 군 그리고 73개 리 지역에 처음 지정되었고, 2019년 12월 기준으로 21개 시군지역에 이른다. 경기도 21개 시·군 개발제한구역 중 해제지역에 대한 해제목적과 활용내용을 해제 건수가 가장 많은 고양시와 남양주시, 중간규모 건수를 보이는 의왕시와 하남시 그리고 가장 적은 해제 건수를 나타낸 지역 중 하나인 수원시 등 총 5개 지역을 사례지역으로 비교·분석했다. 먼저 경기도 5개 시 지역의 해제 사유를 살펴보면, 고양시와 남양주시 경우는 각각 24건과 23건으로, 두 개 시 지역이 전체 72건 중 65.3%인 47건이 이루어졌다. 이는 수원시, 의왕시, 하남시 등 3개 지역을 합한 25건 34.7%보다 많은 횟수를 보이며, 이후로도 꾸준히 해제된 것으로 볼 수 있다. 해제가 이루어지게 된 목적은 집단취락 우선 해제가 총 72건 중 25건 34.7%로 가장 높은 비율을 나타냈고, 다음으로 택지 및 공공택지 개발지구 관련 해제비율이 21건 29.2%였다. 다음으로는 소규모 단절토지 및 경계선 관통대지 관련 해제 건수도 12건으로 16.7%에 이른다. 5개 사례지역의 경우를 살펴보면 결과적으로 택지 및 공공택지 개발이나 집단 취락 우선 해제를 목적으로 가장 많은 해제가 이루어졌음을 확인할 수 있다.
The green belt areas in Gyeonggi province were designated in one city, five counties, and 73 lis, and as of December 2019, they reached 21 cities and counties. Among the green belt areas located in 21 cities and counties in Gyeonggi province, Goyang city and Namyangju city have the largest number of cancellations followed by Uiwang city and Hanam city, and Suwon city show the smallest number of cancellations of green belt areas. This paper aims to compare and analyze the reasons to be released from and how to use those green belt areas in five regions. First, among the five cities in Gyeonggi province, Goyang city and Namyangju city have the cancellation cases of 24 and 23 respectively, reaching 47 cases or 65.3% out of total 72 cases in Gyeonggi province. This is way above what three cities Suwon city, Uiwang city, and Hanam city are combined, 34.7% or 25 cases, which seems to have been steadily lifted. The reasons of the cancellation were the highest rate of 34.7% in 25 cases out of 72 cases with the prior cancellation of collective settlement, followed by 21.2% in 21 cases of cancellation related to housing sites or public housing development zones. Next, the number of cancellations related to small-scale disconnected land and border penetration sites was 12 cases, accounting for 16.7%. Looking at the five case areas, it is found that the most cancellations were made for the purpose of developing residential and public housing sites or prior cancellation of collective settlement.
