본 연구는 기초 지방자치단체의 사회복지예산 지출 결정요인을 분석하는 것을 목적으로 진행되었다. 이를 위해 정책확산 이론과 예산결정 이론을 중심으로 결정요인을 탐색하였다. 분석결과 우리나라의 지방정부는 사회복지예산에 대한 지출 결정을 증가시킬 때 같은 행정 구역 내 위치한 다른 지방정부들과 상위 지방정부의 예산 규모에 영향을 받아 증가시키는 것으로 확인되었다. 이외에도 인구･사회학적 요인과 정치적 요인과 같은 지역의 내부적 요인에 영향을 받고 있으며, 특히 정치적 사건에 영향을 받아 사회복지예산 지출이 증가하는 것으로 나타났다. 본 연구는 사회복지예산 지출결정에 있어 단체장 성향, 재선 여부 등의 정치적 요인 이외에 대통령 탄핵과 같은 정치적 사건에 의해 사회복지예산이 영향을 받는다는 것을 밝혀냈다는 점에서 의의가 있다.
This study was conducted with the aim of analyzing the determinants of social welfare budget expenditure in local governments. The determinants were explored focusing on policy diffusion theory and budget decision theory. As a result of the analysis, it was confirmed that when local governments in Korea increase spending on social welfare budgets, it was influenced by the size of budgets of other local governments and higher local governments located in the same administrative district. In addition, it is affected by internal local factors such as demographic-sociological and political factors. In particular, it was found that social welfare budget expenditure increased due to political events. This study is significant in that it revealed that the social welfare budget is affected by political events such as the impeachment of the president, in addition to political factors such as the propensity of the head of the organization and re-election.
