조선왕조는 고려 말에 극대화되었던 다양한 모순을 극복해야 하는 과제를 안고 출발하였다. 특히 관원 수의 증가 및 虛職의 濫設, 이로 인한 녹봉 재원의 고갈 사태를 막기 위해서는 근본적인 대책을 마련해야만 했는데, 관료사회가 발전함에 따라 관직의 숫자가 계속해서 늘어나게 되는 것은 불가피한 일이기 때문이다. 따라서 조선 정부로서는 어떻게든 제한된 재원만을 가지고서 계속해서 늘어나는 관인계층에게 녹봉을 지급할 수 있는 방법을 간구해야만 했다. 이러한 목적을 달성하려면 관원 수의 증가와 상관없이 녹봉으로 소모되는 국가 재정은 일정 수준으로 묶어두어야만 했는데, 이를 위해 마련된 급록의 방식이 바로 체아직을 활용하는 것이었다. 체아직은 여러 사람이 돌아가며 받는 직이라는 뜻으로, 체아급록제는 관청별로 정기적인 심사(녹도목)를 통해 체아직을 받은 사람에게만 그 체아직에 따른 녹봉액을 지급하게 하는 제도였다. 따라서 관원 수의 증가에 상관없이 체아직의 수만 일정하게 유지한다면, 녹봉에 소모되는 국가 재정 역시 일정 규모로 유지될 수 있었다. 이러한 체아급록제는 당번 때에만 돌아가며 근무하는 군사직이나 각 관청의 하위 실무직, 기술직 등의 직군에 광범위하게 적용되었으며, 그 녹봉의 액수는 관원 개인의 本職이 아닌 체아직의 직과 품계에 따라 주어졌다. 체아직은 여러 사람에게 돌아가는 직이므로, 그 수직 대상자를 교체하는 주기가 짧을수록 1년에 더 많은 수의 사람들이 녹봉을 받을 수 있었다. 따라서 매년 체아직을 받을 사람을 선정하는 祿都目의 횟수를 법으로 정해 두었고, 하층 신분 출신이 많이 속해 있는 직군일수록 녹도목의 횟수를 늘려 적은 녹봉 재원으로 많은 사람을 부릴 수 있도록 했다. 체아급록제는 조선왕조가 지속되는 전 기간에 걸쳐 시행되었으며, 조선왕조는 이러한 급록 방식을 통해 관원 수의 증가와 상관없이 녹봉의 재원이 끝없이 늘어나지 않도록 관리할 수 있었다. 또한 녹봉이 주어지지 않는 무록체아직은 그 수에 제한을 받지 않고 필요한 대상에게 얼마든지 줄 수 있었으므로, 국가는 별도의 재원을 마련하지 않고서도 이를 통해 국가가 필요로 하는 인력을 충원할 수 있었다. 특히 서반 군직의 직함을 사용한 무록체아직은 양란 시기에 虛職의 폭증을 막으면서도 군공을 세운 자들에 대한 보상의 역할을 수행하였다. 체아수직자의 증가는 조선후기 신분제 동요와 양역 문제의 심화 등에도 상당한 영향을 미쳤을 것으로 보인다.
The Joseon Dynasty inherited many of the Goryeo Dynasty’s methods in the operation of the government office system, but I thought it was necessary to find a different way from the Goryeo system to prevent the indiscriminate distribution of fake government posts and the depletion of national finances. In order to achieve this goal, regardless of the increase in the number of officials, the national finances consumed by the salaries of officials had to be kept at a certain level, and the method of paying salaries was to create positions where many people could take turns. This method did not pay everyone, such as soldiers on duty, people in lower positions of each government office, and technical workers, but only those who received positions that could be paid. The method of paying only to those in limited government posts was widely applied to most lower-ranking officials and soldiers, except for some central government offices composed of some high officials, and was implemented over the entire period of the Joseon Dynasty. Through this payment method, the Joseon government was able to prevent the endless increase in national finances spent on salaries by keeping the number of paid people constant no matter how many officials increased. In addition, government posts that were not paid could be distributed to those who needed them without being limited to the number of positions, and even receiving such government posts could not be conscripted and exempt from taxes. These government posts could be distributed to people without the state spending its finances, so they could step down from office and give them to bureaucrats who were on standby for issuance, and were used as a means of making the state work without paying them. These unpaid government posts served as compensation for those who participated in the war and contributed to the war while preventing the explosive increase in the number of people in the government office during the war, and are likely to have had a significant impact on the fluctuation of the status system and socio-economic changes.
