영조가 보인 진성 리더십은 백성의 일반적인 삶과 관련된 것으로서 민생과 관련한 통치가 있고, 다른 하나는 죄인의 몸에 가해지는 가혹한 형벌과 사면실시의 형벌제도 개혁이 있다. 영조는 이 두 가지 부분에서 자신의 통치를 당 태종의 통치에 비교하고 원용하기도 했고, 『정관정요』에 등장하는 내용을 언급하고 인용하기기도 했다. 또 자신이 저술한 『어제서』 「애민」을 원용하며 자신의 리더스피릿을 구현했다. 영조가 백성의 삶에 직접적으로 관심을 두고 진성 리더십을 실천한 것은 무엇보다도 그의 백성에 대한 사랑, 애민이 있었기 때문이었다. 궁녀를 석방하는 부분에서, 평민 궁녀를 궁궐에서 내보낸 경우는 ‘경청’과 ‘균형 잡힌 정보처리’를 바탕으로 실시된 것이었다. 잘못 선발된 궁녀에게 경제적 지원을 해서 궁궐 밖으로 내보낸 것은 ‘동정심’과 영조 내면에 형성된 ‘도덕적 시각’을 구현에 의한 것이었다. 스스로 죽은 궁녀의 동료를 내보낸 것은 위로와 함께 죽은 궁녀와 그녀의 동료들에게 ‘회복 탄력성’을 부여하고 새로운 삶이라는 ‘희망을 불어넣어 준 ‘긍정적인 심리적 능력’을 실천한 것이었다. 해충구제와 관련된 부분에서, 사옹원 구매물품 소문과 관련해서는 영조 스스로가 강한 의지를 가지고 자신의 가치관을 설명하는 ‘관계적 투명성’을 보였고, 부정적인 장애물도 극복할 수 있다는 ‘자신감’을 보여준 것이었다. 송충이 구제의 사례에서는 군주로서의 송충이 잡는데 백성을 동원하지 못하도록 하는 ‘결단력’과 절제된 목표에 대한 ‘자기 규제력’이 나타난 것이었다. 들쥐 피해발생부분은 들쥐피해에 대한 ‘균형 잡힌 정보처리’를 통해, 백성의 피해를 없애고자 굳은 ‘결단력’을 보인 것이었다. 영조는 사형수에 대한 심문과 판결과정에 사형수도 사람이라는 생명존중의 ‘가치관’을 가지고, 형정을 맡은 관리의 ‘진정성’있는 태도와 마음을 요구 했다. 죄인을 심문할 때는 죄인이 죄를 저지르게 된 배경이나 상황을 이해하도록 하는 ‘도덕적 추론’을 요구했고, 판결에 있어서 ‘균형 잡힌 정보처리’를 주문했다. 죄인의 몸에 가해지는 혹독한 형벌의 개혁은 영조 자신의 몸에 뜸을 뜨면서 고통을 느낀 ‘자아인식’에서 출발하여 죄인에게 가해지는 형벌의 고통과 잔학성을 ‘공감’하고 개혁한 것이었다. 영조대의 국가적 행사가 있었을 때의 사면은 진성 리더십의 ‘생애 중요사건’과 관련이 있었던 것이었다. 가뭄 극복과정에서 실시된 사면은 ‘회복 탄력성’과 관련 있던 것으로 가뭄이라는 위기를 극복하고 보다 발전적 성과를 추구하고자 하는 리더십의 표현이었다. 이것은 ‘동정심’과 죄인의 삶에 새로운 ‘희망’을 불어 넣어 주는 것으로 승화되어 사면으로 나타났던 것이다.
The Authentic leadership by King Yeongjo can be seen in two major directions. One is related to the general life of the people, which is a rule related to the livelihood, and the other is the reform of prisoner justice system on the prisner's bodies. He reformed the prisoner justice system. He ordered his Authentic Leadership to have a trustee's mind set in judging the punishment by the prisoner. Amnesty for prisoner was a combination of a desire to serve the people and a desire to lead the people. King Yeongjo was a integrity and honesty leader for the people, and he was practiced genuine leadership.
