经过一段时间激烈的博弈过程,2016年7月中国交通运输部颁布了出租车新政,官方首次明确承认网约车的合法地位。深入分析网约车合法化的政策议程设置过程,对把握中国在公共政策过程中出现的新变化,发展相关理论具有重要的意义。为此,本文构建了一个联盟导向的多源流分析模型,通过研究各方联盟在网约车问题溪流、政策溪流和政治溪流中的互动与博弈过程,对政策议程设置的影响因素和机理进行了有益的探索。研究发现,推动网约车政策议程设置的影响因素是多元的,其中出租车罢运实践成为“导火索”; 网络媒体充当“扩音器”角色; 利益集团博弈则起到“政策平衡”的作用; 最后,中央政府作为关键主角起到了决策者作用。研究显示,网络媒体正在对中国的政策议程设置过程产生影响,其作用不仅受到中国政府的高度重视,而且正逐步使其改变社会治理的方式。


After a period of serious conflicts, the Ministry of Transport of China announced new rules for Car-hailing services in July 2016, Which means China officially legalized Car-hailing services. An in-depth analysis of the policy agenda setting process for the legalization of the Car-hailing services is of great significance for understanding new changes in China's public policy process and developing relevant theories. By using integrated model of coalition-oriented multiple-streams, this study analyzed interaction of the policy advocacy coalitions in problems, policy and political streams, explored the influencing factors and mechanisms of policy agenda setting. The result found in this study is that factors influencing the agenda-setting of the Car-hailing services are diversified, in which the taxi driver’s strikes had become a “blasting fuse”; the network media acted as a “megaphone”; the conflicts of interest groups played a role of “policy balance”, the central government worked as final decision maker. The study demonstrates the integrated model is confirmed as the useful framework in explaining policy agenda setting, and the network media has powerful influence to China's policy agenda setting process, Which not only attracted more and more attention from the Government, but is gradually changing its way of social governance.
