목적 본 연구의 목적은 적극적 형태의 부모참여활동 프로그램을 개발하여 프로그램 부족으로 어려움을 겪고 있는 영유아교육기관에 활용 가능한 정보제공을 통해 부모참여를 활성화하는 것이다. 방법 이를 위하여 기획, 구성, 실행, 평가 등 4단계를 거쳐 적극적 형태의 부모참여활동 프로그램을 개발하였다. 1차 프로그램 시안은 문헌고찰과 요구 분석을 통해 프로그램의 목적 및 목표, 내용 선정 및 조직, 운영 방법, 평가 등의 내용으로 구성하였다. 1차 프로그램 시안은 전문가 협의를 통해 수정된 사항을 반영하여 2차 프로그램 시안을 개발하였다. 2차 프로그램 시안을 현장에 시범 적용한결과를 바탕으로 최종 프로그램을 개발하였다. 결과 프로그램 개발 구성체계에 따른 결과는 다음과 같다. 첫째, 프로그램의 목적은 영유아교육기관의 부모참여를 활성화하는 것이며, 목표는 영유아교육기관의 질 향상, 부모와 교사 및 기관과의 소통 강화, 영유아교육기관의 이해 및 신뢰감 증진, 부모와 교사의협력적인 관계 형성, 부모 역할 강화하기로 선정하였다. 둘째, 프로그램의 내용은 부모참여의 적극적인 형태라 할 수 있는 자원봉사‘업무 도와주기’ 영역, 의사결정 ‘의견 제시하기’ 영역, 평가 ‘진단하기’ 영역 등 3개의 영역으로 구성하였으며, 그에 따른 30개의 하위세부 활동을 제시하였다. 또한 부모와 교사가 함께 협력한다는 점을 부각하여 ‘함께 나누기’ 부모참여활동 프로그램이라 명칭하였다. 셋째, 프로그램의 운영 방법은 사전교육과 프로그램 활동 참여로 나누어 부모 참여자 업무설계 및 관리체계를 통해 운영하였다. 프로그램 활동은 부모가 영유아교육기관을 방문하여 직접 참여하는 방법으로 부모 참여자의 요구에 따라 단일영역 활동 참여, 반나절(오전⋅오후) 프로그램, 하루일과 프로그램으로 구성하였다. 넷째, 평가는 평가회와 만족도 조사 등을 실시하여 프로그램 적용과정 및활동을 마친 후 변화된 점, 보완점 수렴 등의 의견을 조사하였다. 결론 본 연구에 의해 개발된 적극적 형태의 부모참여활동은 프로그램 운영 전반에 걸친 관리체계를 포함하고 있어 영유아교육기관에서 용이하게 적용할 수 있는 프로그램을 구성했다는 점에서 본 연구의 의의가 있다.
Objectives This study develops an active parent participation activity program and provides information applicable to early childhood educational institutions with difficulties due to lack of programs, thus vitalizing the parents' participation. Methods An active parent participation activity program was developed through four stages of planning, organization, implementation, and assessment. The first program draft was comprised of program purposes and goals, content selection and organization, management methods, and assessment based on literature study and needs analysis. By reflecting on the revisions made by consulting with experts, the researcher developed a second program draft based on the first one. The second program draft was applied in the field as a pilot, and the results were used to develop the final version. Results The findings are summarized according to the organization system of program development: first, the program set the purpose of vitalizing parents' participation in early childhood educational institutions. Its goals were to improve the quality of early childhood educational institutions, reinforce parents' communication with teachers and institutions, promote the understanding and reliability of early childhood educational institutions, form collaborative relationships between parents and teachers, and strengthen parents' roles; second, the content of the program was organized into three domains driven by active parent participation: offering assistance to the work of volunteers, presenting opinions in the decision-making process, and making a diagnosis for evaluation. The program also provided 30 detailed activities in the domains. The program was named the Sharing Together Parent Participation Activity Program to highlight the collaboration between parents and teachers; third, the management methods of the program were divided into prior education and participation in the program activities to run the program according to the work design and management system of participating parents. The activities of the program were organized into the activities of a single domain, half-day (morning and afternoon) programs, and whole-day programs according to the demand of participating parents as parents were asked to visit an early childhood educational institution and take part in first-hand in activities; finally, assessments consisted of evaluation sessions and satisfaction surveys following the application processes and activities of the program to collect opinions about changes and shortcomings from parents. Conclusions The study developed an active parent participation activity program with a management system throughout its operation to enable its easy application to early childhood educational institutions, thus holding its significance.
