An Ideational Approach to South Korea’s Populism: The Threat of Nationalist Populism to Constitutionalism

최근 들어 우리 시대를 포퓰리즘이라는 용어로 기술하고 이에 대한 규범적 함의를 이끌어내고자 하는 시도가 폭발적으로 증가하고 있다. 그럼에도 불구하고포퓰리즘이 도대체 무엇인지에 대해서는 수렴되지 않는 다양한 관점이 존재하고, 전 세계적인 포퓰리즘 현상과 구별되는 한국적 맥락에서의 독특한 특징이 무엇인지에 대한 연구는 그리 많지 않다. 본 논문의 목적은 포퓰리즘에 대한 이념적 접근을 통해 한국 특유의 민족주의적 포퓰리즘을 대한민국 헌법 개정 논의와 관련하여 살펴보는 것이다. 이를 위해 2장에서는 포퓰리즘 개념에 대한 이념적 접근을 기초로 왜 포퓰리즘과 민족주의가 결합되기 쉬운지, 포퓰리스트들이 기존에확립된 헌정주의 및 헌법을 자신들의 권력 공고화를 위해 어떻게 활용하는지에 대한 이론적 논의를 검토한다. 3장에서는 한국 민족주의가 지닌 특수한 맥락을역사적 관점에서 서술한 후, ‘진정한 광복은 통일을 통해 완성된다’는 민족주의적내러티브(‘광복-통일 내러티브’)가 한국 정치사에서 매우 포퓰리즘적으로 활용되어 왔다는 사실을 역대 대통령 광복절 경축사 분석을 통해 밝힌다. 4장에서는 먼저 슈미트적 관점에서 대한민국 헌정사를 검토하여 현행 대한민국 헌법 전문 속에 민족주의적 포퓰리즘의 요소가 내재되어 있다는 점을 드러낸 후, 문재인 정부의 헌법 개정안 전문이 무페의 등가사슬 전략 및 포퓰리즘적 헌정주의의 관점에서 분석될 수 있음을 주장한다.

Attempts to use the concept of populism to characterize our period have exploded. Nevertheless, various perspectives do not converge on what populism is, and there are only a few studies on what the unique characteristics of South Korea’s populism are. This paper aims to examine South Korea’s nationalist populism concerning the discussion on the revision of the Constitution. To this end, Chapter 2 reviews theoretical discussions on why populism and nationalism are likely to be combined, as well as how populists use the established constitutionalism and constitution to solidify their political power. Chapter 3 describes the special context of Korean nationalism and demonstrates that nationalism has been used in a very populist manner in South Korea. Chapter 4 reveals that the Republic of Korea Constitution’s Preamble incorporates components of nationalist populism, and then claims that the Preamble of the Moon Jae-in administration’s constitutional amendment bill can be analyzed using Mouffe’s chain of equivalence and the concept of populist constitutionalism.
