허목은 춘추대의의 하나로 군주를 높이고 신하를 낮춘다고 하는 ‘존군 의식’을 제시한다. 전한의 동중서가 『춘추』를 해석하여 제국의 지배 이론을 구축한 이래, 춘추대의는 시대를 달리하는 후한의 가규, 북송의 정이 등을 비롯한 여러 학자들에 의해서 조금씩 다른 형태로 해석되어왔다. 허목의 춘추대의에 대한 인식 역시 이와 다를 바 없다. 허목의 존군 의식은 군주의 권위를 높여서 국가를 강성하게 만들기 위한 목적을 갖는다. 그는 군주의 권위는, 하늘이 정해준 질서인 예를 바탕으로 높여질 수 있다고 주장한다. 허목이 하늘의 질서를 강조한 이유는 군주권에 대한 일종의 견제이고, 군주의 주체적이고 윤리적인 행위를 이끌어 내기 위한 장치이다. 그리고 그 군주권은 백성을 위하여 행사되어야 한다. 한편 허목은, 군주를 높여야 한다고 하는 당위는 시대가 변하고 풍기가 달라도 변하지 않지만, 당위의 실천을 위한 예는 달라질 수 있다고 본다. 허목의 존군 의식이 차별적인 신분질서를 전제로 하고 있다는 점에서 일정한 한계를 보이고 있는 것도 사실이지만, 변화와 다름을 인정하는 그의 사고로부터 우리는 세 가지 정도의 통찰을 얻을 수 있다. 그것은 질서의 유지, 변화의 수용, 다름의 인정으로 정리할 수 있다.
Heo Mok(許穆) presents ‘the consciousness of respect for the Monarch(尊君意識)’ as one of ‘the Great righteousness of Chunchu(春秋大義)’. Since Dong Jungseo(董仲舒) in the Former Han dynasty interpreted 『Chunchu(春秋)』 and established the theory of imperial rule, ‘the Great righteousness of Chunchu(春秋大義)’ used to be interpreted differently each time by various scholars, including Ga Gyu(賈逵) in the Latter Han dynasty and Jeong I(程頤) in the Northern Song Dynasty. Heo Mok’s perception of ‘the Great righteousness of Chunchu’ has no differences. Heo Mok’s ‘the consciousness of respect for the Monarch’ aims to strengthen the state by enhancing the position power of monarch. He argues that the power of the monarch can be raised based on the rituals, the order set by heaven. The reason Heo Mok emphasized the order of heaven is to make a kind of checking on the monarch and to elicit the monarch’s subjective and ethical behavior. And, that power of the monarch must be exercised for the people. On the other hand, Heo Mok thought that the duty of respecting the monarch does not change even if times change and customs was changed, but the rituals of practicing duty can change. It is also true that Heo Mok’s ‘the consciousness of respect for the Monarch’ shows certain limitations on the premise of a discriminatory status order, but three insights can be obtained from his thinking of accepting changes and differences. These can be summarized as maintaining orders, accepting changes, acknowledging differences.
