이 연구의 목적은 공공안전 개념을 정립하기 위하여 현대사회의 환경적 분석을 통해 공공안전의 범위를 설정하고 안전 개념에 대한 다각적 접근을 통하여 통합적이고 종합적인 개념을 도출하는 것이다. 학문적, 정치적·대중적, 행정적 입장에 따른 안전개념의 분석결과에 따르면 어떤 관점을 취하는지에 따라 다양하게 해석할 수 있으나 핵심은 오늘날에는 안전 개념이 기능적으로 분화되는 현상뿐만 아니라 분화된 안전 개념들이 재통합하는 현상까지 발생하면서 안전개념 또한 복합적으로 변모하고 있다는 점이다. 그러나 이러한 양상은 위험에 대처하려는 안전의 개념이 구별되지 않고 사용되는 현상을 초래하며, 이는 곧 위험을 대처해야 할 주체를 명확하게 하지 않는 결과를 야기한다. 이상의 내용을 바탕으로 이 연구는 복지의 영역을 안전개념에 포함할 것, 복합재난에 대응하기 위한 안전개념을 정립할 것 등 ‘공공안전’, ‘재난’, ‘재해’ 등 관련 연구를 전개해 나감에 있어 복합적 시대를 아울러 적용할 수 있는 개념의 정립을 위하여 끊임없이 안전관리, 안전법률 등 ‘안전’ 관련 모든 것의 주축이 되는 역할과 개념을 확정하고 노력해야 함을 제언한다. 다만, 이 연구에서는 대중이 보는 안전의 개념을 정치적 대선공약을 바탕으로 간접적인 검토를 시도하였다. 그러나 대선공약은 정치인들에 의해 취사선택된 지표에 불과하기 때문에 전적으로 대중들이 생각하는 안전의 개념이라고는 할 수 없다. 따라서 대중들의 전적인 입장을 반영할 수 있는 연구방법을 강구하여 대중들이 생각하는 안전의 개념은 무엇인지를 정립하기 위한 후속연구가 필요할 것이다.
The purpose of this study is to establish the concept of public safety through environmental analysis in modern society and to derive integrated and comprehensive concepts through a multi-pronged approach to safety concepts. The analysis of safety concepts based on academic, political, public, and administrative positions shows that safety concepts are not only functionally differentiated but also reintegrated, and safety concepts are also changing in combination today. However, this aspect results in a phenomenon in which the concept of safety intended to deal with risks is used undistinguished, which in turn results in the failure to clarify the entity that should deal with the risks. Based on the above information, this study should constantly determine the role and concept of safety, such as safety management and safety laws, in developing related research such as 'public safety', 'disaster' and 'disaster'. However, in this study, the concept of safety viewed by the public was attempted indirectly based on political election pledges. However, the presidential election pledge is not entirely a concept of public safety, as it is merely an indicator chosen by politicians. Therefore, follow-up research will be needed to establish the concept of safety in the public's mind by exploring research methods that can reflect the public's full position.
