대한민국 군대가 우리 국민들의 수호자로서의 역할을 다 할 수 있도록 하려면 최근에 와서 다소 약화된 군기강부터 엄정하게 재확립되어야 한다. 군기강을 엄정하게 재확립하기 위해서는 온정적인 처벌문화부터 바꿔야 한다. 일탈행위를 하는 사람들은 처벌효과가 미미한 징계보다는 군형법에 따라 형사처벌을 해야 한다. 그리고 실전적인 훈련을 통해 군기강을 확립할 수 있도록 훈련간 발생하는 안전사고에 대한 지휘책임 범위를 축소 조정해야 한다. 최근 군대에 인권의식이 과도하게 유입되어 군 기강을 약화시키고 있다. 신병훈련소에서 실시하는 인권교육의 내용을 군대 조직의 특성에 맞도록 재구성해서 군대인권에 대한 개념을 재정립토록 해야 한다. 군대에서 실시하는 소원수리제도는 훌륭한 의사소통 수단으로 활용될 수 있으나, 일부에서는 왜곡되어 사용되고 있다. 제보자가 고의로 허위사실을 제기했다면 제보자도 처벌함으로써 부대원들간에 신뢰감이 훼손되지 않도록 해야 한다. 국민들이 관심을 가질만한 사건이 발생하면 이용가능한 모든 매체를 활용하여 신속하게 사실관계를 밝히고, 왜곡된 보도에 대해서는 정정 보도를 요청하는 등 적극적으로 대응해야 한다.

The wish acceptance system implemented by the military can be used as an excellent means of communication, but in some cases, it is distorted and used. If the informant intentionally raises false information, the informant should also be punished so that trust among the unit members is not undermined. If an event occurs that the public will be interested in, it is necessary to actively respond to all available media such as quickly revealing facts and requesting correction reports for distorted reports.
