본 연구는 최근 국제통상의 환경의 변화, 특히 CPTPP가 확대되는 다양한 상황이 한국의 교역에 어떤 영향을 미치는지 분석한다. 2018년 체결․발효된 CPTPP는 최근 영국, 중국, 대만이 가입 신청서를 제출하였고, 한국, 미국, 콜롬비아, 태국, 필리핀, 인도네시아 등은 가입 희망 의사를 직간접적으로 표명하고 있다. 가장 최근에 결성된 메가 FTA중 하나인 CPTPP가 그 외연을 확장해 나감에 따라 우리나라 교역, 특히 수출이 어떤 영향을 받을 것인지를 연산가능일반균형(CGE)모형을 통해 살펴본다. 연구 결과에 따르면, 영국, 중국, 대만이 먼저 CPTPP의 회원국이 되는 경우, 우리나라의 중국 및 대만으로의 수출은 감소할 것으로 추정된다. 그리고 한국이 추가로 CPTPP에 가입하는 경우, 중국으로의 수출이 크게 증가하며, 여러 산업 중에서도 수송기기 산업의 수출이 가장 큰 혜택을 볼 것으로 예측된다. 경제규모가 상대적으로 작은 콜롬비아, 태국, 인도네시아, 필리핀의 추가적인 CPTPP 가입은 우리나라 경제에 큰 영향을 주지 않을 것으로 예상된다. 중국이 미국, 호주 등과 무역 분쟁을 겪고 있는 현시점에서 과연 중국이 CPTPP에 성공적으로 가입할 수 있을 것인가에 대한 우려가 존재한다. 이런 가능성을 고려한 중국의 CPTPP 가입 배제를 고려한 시나리오에서는 우리나라의 대중국 수출증가가 시현되지 못한다. 반면에 기존의 CPTPP 회원국 및 대만으로의 수출증가는 뚜렷하게 나타난다.
This study analyzes how the recent changes in the international environment, especially the various situations in which CPTPP expands, affect Korean trade. The UK, China, and Taiwan recently submitted applications for membership to the CPTPP which is signed and effective in 2018, while Korea, the United States, Colombia, Thailand, the Philippines, and Indonesia are expressing their intention to join. As CPTPP, one of the most recently formed mega FTAs, expands its territory we examine how Korea’s trade, especially exports, will be affected through a computational general balance (CGE) model. According to the results of the study, if the UK, China, and Taiwan become members of the CPTPP in advance, Korea’s exports to China and Taiwan are estimated to decrease. After that, if Korea joins the CPTPP additionally, exports to China will increase significantly. In particular, among other industries, exports of the transportation equipment industry are expected to increase the most. Additional CPTPP membership in Colombia, Thailand, Indonesia, and the Philippines, which have relatively small economies, is not expected to have a significant impact on the Korean economy. At a time when China is experiencing trade disputes with the United States and Australia, there are concerns about whether China will be able to successfully join the CPTPP. Considering this possibility, if China is excluded from joining the CPTPP, Korea’s export increase to China cannot be realized. On the other hand, the increase in exports to existing CPTPP member countries and Taiwan is evident.
