코로나19로 인한 비대면화 사업 촉진과 4차 산업혁명시대에 따른 기술･공간의 혁신 등의 변화는 도서관 경영과 운영 측면에 많은 변화를 가져왔다. 이에 본 연구에서는 제3차 도서관발전종합계획의 2021년 시행계획을 바탕으로 전국 공공도서관과 주요 중앙행정기관들의 성과를 분석하고자 하였다. 연구 결과, 첫째, 포스트코로나 시대의 도서관 운영방안 모색과 함께 예산 활용의 유연성 확보가 필요하다. 둘째, 체계적인 자료 수집을 위한 지역사회 네트워크 구축이 필요하다. 셋째, 노후화된 동아리 공간 환경개선, 지역공동체 모임과 장소를 신청･허가할 수 있는 시스템 개발 보급 등이 필요하다. 넷째, 독서교육 공동체 활동지원 온라인 플랫폼을 구축할 필요가 있으며, 다섯째, 도서관 신규 공간 개선을 위한 국내･외 도서관 운영 우수 사례 및 가이드라인을 마련이 필요하다.
Changes in the promotion of non-face-to-face businesses due to COVID-19 and innovation in technology and space in the era of the 4th industrial revolution have brought many changes in library management and operation. Therefore, this study attempted to analyze the performance of public libraries and major central administrative agencies nationwide based on the 2021 implementation plan of the 3rd Comprehensive Library Development Plan. As a result of the study, first, it is necessary to secure flexibility in budget utilization along with finding ways to operate the library in the post-COVID-19 era. Second, it is necessary to establish a community network for systematic data collection. Third, it is necessary to improve the aging club space environment and develop and distribute a system that can apply for and permit local community gatherings and places. Fourth, it is necessary to establish an online platform to support activities in the reading education community, and Fifth, it is necessary to prepare best practices and guidelines for operating domestic and foreign libraries to improve new spaces in libraries.
