한국 정부는 신북방정책의 일환으로 9-bridge 전략을 천명해 한․러 양국 협력 분야 다각화와 협력 관계 심화를 추구하는 등 양국 협력 관계 확대를 위해 노력해오고 있다. 그러나 9-bridge 전략은 LNG쇄빙선 건조사업과 연관된 북극항로 분야를 제외하고 극동지역에 초점이 맞추어져 있고, 북극항로와 관련해 구체적인 진출을 위한 방향성이 부재하다. 따라서 본 연구는 북극지역의 비교우위를 분석한 후, 점-선-면 전략 관점에서 북극지역의 발전 단계를 살펴보고자 한다. 또한, 한러협력의 지역적 범위를 극동지역에서 북극지역으로 변경하여 실질적인 협력 방향을 제시하고자 한다. 이를 위해 2019년에서 2020년에 걸쳐 러시아 정부가 대대적으로 발표한 러시아의 신 북극전략 즉, 「2035 북극정책 기본원칙」, 「2035 북극항로 인프라개발계획」, 「2035 북극개발 및 안보전략」을 분석했다. 또한, 국토 공간을 구조화하여 균형발전하고자 하는 ‘점-선-면’전략 관점을 기반으로 러시아 북극지역에서의 실질적인 한․러 협력 가능성을 분석했다. 그리고 러시아 북극지역 한․러 협력 방향을‘점-선-면’전략의 ‘선’에 해당하는 물류, ‘면’에 해당하는 화물 창출 관점으로 구분했다. 그리고, 기존에 9-bridge 전략 주요 분야에 따라 극동지역에서 추진된 사업 경과와 결과를 분석한 뒤 북극지역 협력 방향의 실질적인 추진 가능성과 방향성을 제시하였다.
As part of the New Northern Policy, the Korean government has declared the 9-bridge strategy to diversify the fields of cooperation between Korea and Russia and to deepen cooperative relations between the two countries. However, the 9-bridge strategy focuses on the Far East, excluding the Arctic route related to the LNG icebreaker construction project, and lacks a specific direction for advancing into the Northern Sea Route. Therefore, after analyzing the comparative advantage of the Arctic region, this study intends to examine the development stage of the Arctic region from a Dot-Line-Plane strategy perspective. Also, by changing the regional scope of Korea-Russia cooperation from the Far East region to the Arctic region, it is intended to suggest a practical direction for cooperation. To this end, we analyzed Russia’s new Arctic strategy announced extensively by the Russian government from 2019 to 2020: 「Basic Principles for 2035 Arctic Policy」, 「2035 Arctic Route Infrastructure Development Plan」, and 「2035 Arctic Development and Security Strategy」. In addition, the practical possibility of Korea-Russia cooperation in the Arctic region of Russia was analyzed based on the ‘point-line-plane’ strategic point of view, which aims to structure the national space and achieve balanced development. Also, the ways of Korea-Russia Cooperation in the Russian Arctic was divided into the ‘logistics’ corresponding to the ‘line’ and the perspective of ‘cargo creation’ corresponding to the ‘plane’ of the ‘dot-line-plane’ strategy. Lastly, after analyzing the progress and results of projects carried out in the Far East in accordance with the 9-bridge strategy, practical possibilities and ways for cooperation in the Arctic region were presented.
