이 연구는 국방개혁 2.0 추진에 따른 육군 위주 대규모 병력감축과 출산율 저하에 따른 가용 병력자원의 부족을 극복하고 예비전력의 정예화에 필요한 소요예산 확보를 위한 전략적 추진 방안을 제시하는 것이다. 국방개혁2.0의 추진과 4차 산업혁명의 첨단기술이 국방분야에 도입되면서 국방예산의 대부분이 상비전력의 과학기술군으로의 도약을 위해 운영되고 있어서 예비전력의 정예화에 어려움이 크다. 예비전력은 상비전력과 함께 총체전력의 핵심전력임에도 불구하고 최근까지 국방예산의 0.45%가 배정되어 예비전력의 예산 배정은 인건비 위주로 사용됨으로써 예비전력의 혁신적인 정예화와 발전에 제한이 많았다. 예비전력의 정예화를 위해서는 네트워크 기반의 동원자원 관리체계의 개발, 메타버스 중심의 과학화 예비군 훈련 강화, 지역예비군 장비와 물자의 현대화, 국가재난에 대비한 예비전력 즉응능력 개선 등의 신규사업을 추진하여야 한다. 2021년 들어 국방예산의 1%가 예비전력에 최초로 반영은 되었으나, 예비전력 정예화에 필요한 신규소요를 안정적으로 확보하기 위해서는 국방예산의 2%가 예비전력 예산으로 필요하다. 결론적으로 예비전력의 정예화를 위해 필요한 예비전력 예산은 신규사업에 대한 소요예산을 포함하여 국방예산의 2% 수준으로 확보되어야 한다. 또한 예비전력 예산확보에 필요한 논리를 개발하여 군 내부뿐만 아니라 대국민 홍보를 전략적이고 적극적으로 전개하여야 한다.
This article is to suggest a strategic measure to obtain an appropriate budget to become a best reserve forces e elite power reserve to overcome the shortage of available troop resources due to the large-scale army-oriented force reduction in accordance with the implementation of Defense Reform 2.0 and the decline in the fertility rate. With the Implementation of Defense Reform 2.0 and the introduction of advanced technologies of the 4th industrial revolution into the defense field, most of the defense budget is used to advance the standing army into the science and technology force. Therefore, it is very difficult to obtain a budget to become the best reserve force. The reserve forces, along with the standing forces, are the main actors of the total power. However, until recently, 0.45% of the defense budget was allocated to the reserve forces' budget, and the reserve force mainly spent the budget for personnel expenses, so there were many restrictions on the innovative improvement of the reserve forces. To become the best reserve forces, new projects should be developd such as development of network-based mobilization resource management system, promotion of the metaverse-centered science-based reserve force training, modernization of regional reserve forces equipment and supplies, improvement of reserve forces' response capability in preparation for national disaster. In 2021, 1% of the national defense budget was reflected in the reserve forces for the first time. Moreover, 2% of the defense budget should be spent on the reserve forces in order to stably obtaion the new requirements for becoming the best reserve force. In conclusion, to implement the best reserve forces, it should be obtained at the level of 2% of the national defense budget Including the budget for new project. It is also necessary to develop an appropriate strategic logic to obtain a budget for reserve forces and actively promote it to the public as well as within the military.
