본 연구는 지역공동체 활성화 정책을 성공적으로 수행하기 위해 지역공동체와 행위자간 어떠한 상호작용이 필요할 것인가에 대한 문제의식에서 출발한다. 이에 지역공동체와 관련된 주요 행위자를 지역공동체ㆍ정부ㆍ중간지원조직으로 구분하였고, 근거이론(Grounded Theory)을 적용하여 상호작용을 경험적 현실에 기반한 자료에 근거하여 체계적으로 분석하였다. 분석결과, 지역공동체와 중간지원조직 및 정부와의 상호간의 관계에서 정부의 자금이나 제도적 지원이 중요한 부분이지만, 잦은 접촉을 통하여 지역공동체 운영의 적절한 지원이 가능하도록 중간지원조직에 권한의 위임이 필요한 것으로 나타났다. 이에 중간지원조직은 지역공동체의 적절한 지원을 위하여 조직 간의 네트워크 형성의 중요성을 강조하였다. 그리고 본 연구는 근거이론 분석을 통하여 지역공동체와 주요 행위자간 갈등을 새로운 패러다임으로 발전시켰다.
The purpose of this study is to deal with the question of what kind of interaction is needed between the local community activation policy that was pursued by the government and the stakeholders for a successful implementation. Accordingly, this study classified the stakeholders related to local communities, governments, and intermediary organizations to identify the interaction. Grounded theory was applied to systematically analyze based on empirical reality. First of all, as are result of the research, it is important to broaden mutual understanding through frequent contact than the government funding and institutional support for the success of local communities in the community-government relationship. In addition, in the relationship between the local community and the intermediary organization, the delegation of authority to the intermediary organization needs to support the needs of the local community. In the process of analyzing grounded theory, conflicts between local communities and the stakeholders have developed into a new paradigm.
