본 연구는 프랑스 노란조끼운동의 포퓰리즘적 성격을 평가하고, 아나코 포퓰리즘의 경향이 프랑스 국내정치에 가져온 변화를 분석한다. 최근 연구들은 대체로 유럽 포퓰리즘의 공통분모로서 주권주의의 부상에 주목했지만 다양한 변화에 대한 충분한 논의가 필요하다. 노란조끼운동은 프랑스의 정치엘리트들의 권력 독점과 대의제 민주주의에 대한 문제의식을 드러내면서 전형적인 포퓰리즘적 특징을 보였다. 그러나 전통적인 포퓰리즘이 집단 혹은 민족으로서의 인민에 호소하는 것과 대조적으로, 노란조끼운동은 개별적인 인민에게 호소했다는 측면에서 차별화된다. 노란조끼운동은 반엘리트주의를 표방한 포퓰리즘이 무정부주의와 결합하여 새로운 형태로 재탄생할 수 있다는 것을 보여주는 아나코 포퓰리즘의 사례이다. 이러한 맥락에서 이 글은 노란조끼운동의 포퓰리즘 강령을 분석할 것이며, 새로운 동원방식이 프랑스 국내정치에 가져온 변화를 평가한다. 나아가 다양한 가치가 혼재된 포퓰리즘 등장이 기존 이념 균열을 무력화할 수 있다는 사실을 주요한 변화로 지적할 것이다.
This study aims to evaluate the populist nature of the French Yellow Vest movement. Recent studies have largely focused on the rise of sovereigntism as a common denominator of European populism, but it is necessary to analyze in-depth the changes that “leaderless” populist tendencies have brought to French politics. The Yellow Vest Movement showed typical populist characteristics while criticizing France’s monopoly of power in the political elite and representative democracy. However, in contrast to traditional populism appealing to the people as a group or nation, the Yellow Vest movement appealed to individual people. It is a special case that shows that populism can be reborn in a new form by combining with anarchism while advocating anti-elitism. In this context, this article analyzes the characteristics of anarcho-populism of the Yellow Vest Movement and evaluates the impact of new mobilization on domestic politics. Furthermore, it discusses the fact that populism as a mixture of various values can disrupt the existing ideological cleavage of French society.
