COVID-19와 같은 팬데믹은 인류 전체의 위기 상황으로서 팬데믹 시대의 공중보건윤리는 단순히 개인 차원의 문제 해결 방안을 넘어 전체 구성원을 위한 공동체적 측면을 강조하는 입장이 되어야 한다. 이에 본 논문에서는 팬데믹 시대의 공중보건 확립을 위한 윤리적 토대로서 찰스 테일러의 공동체주의가 가지는 의의에 대해 알아보고자 한다. 찰스 테일러는 개인을 공동체와 분리해서는 생각할 수 없는 자아로 규정하며, 이를 토대로 자기진실성을 설명한다. 이와 같은 의미의 자기진실성을 핵심으로 하는 개인은 원자론적 개인의 고립 상황을 넘어 공동체의 공적인 장으로 나아간다. 다시 말해 개인은 자신이 속한 공동체 속에서 정체성을 형성하고 의미 지평을 추구하며 개인이 공적 지평으로 이동하는 과정에서 ‘대화’가 요청되는 것이다. 팬데믹은 한 개인의 문제가 아니며 전 세계 시민이 공유하고 함께 해결해야 하는 사회적 문제다. 그러므로 팬데믹 시대의 공중보건윤리는 전체 공동체의 선과 이익에 대한 강조, 전인적인 인격체를 가진 존재로서의 인간에 대한 이해 그리고 구성원들 간의 대화를 통한 적극적인 의사결정과정을 통해 논의되어야 할 것이다. 이러한 측면에서 찰스 테일러의 공동체주의는 팬데믹 위기 극복을 위한 공중보건의 윤리적 토대로서 중요한 의의를 가진다고 할 수 있다.
At the moment, we see the COVID-19 pandemic becoming a critical threat to the entire mankind. In this situation, ethics of public health should go beyond just providing solutions to problems of individual persons, thus putting more focus on community as a whole, that is, all members of the mankind. The purpose of this study is to examine how Charles Taylor’s communitarianism is significant as an ethical base on which public health systems suitable for this pandemic era are established. Charles Taylor suggests that authenticity is the essence of self each individual should have and that individuals with such attribute are inseparable from community. According to him, individuals who have authenticity as a crucial part of their qualities transcend the state of atomistic isolation, moving to publi arenas of community. More specifically, those individuals form their own identity within a community where they belong, and develop the horizons of things that are meaningful from the perspective of communitarianism. Here, the development is a process to manifest public horizons. And, the process requires individuals to ‘communicate’. The current pandemic crisis is not an individual, but global challenge. It is a social problem that has to be shared and solved by all people around the world. In this pandemic era, discussions and establishment of the ethics of public health should be made through moves that range from putting more focus on what would be better and beneficial to community as a whole to understanding human beings as all-round characters, and leading all members of community to communicate and actively participate in making decisions. In association, more attention should be paid to Charles Taylor’s communitarianism, an idea that could be a significant cornerstone based on which public health systems overcome the current pandemic crisis.
