본 연구는 섬 지역 공간이 담고 있는 섬 지역주민들의 활동이 지극히 복잡하고 다원적이라는 점에서 한국섬진흥원이 섬 지역사회와 인위적인 상황에 의해 형성된 섬의 다양한 조건을 고려하면서 지속가능한 ESG[환경(environmental), 사회(social), 지배구조(governance)] 경영과 유엔 지속가능발전목표(UN-SDGs)를 추진해 가야 함을 목적으로 추진되었다. 특히, 한국섬진흥원이 섬 지역사회뿐만 아니라 다양한 정부 부처와 지자체, 그리고 관련 기관과 단체 등과의 협력하고 조정해 나가야 할 역할과 과제가 산적해 있다는 점에서 한국섬진흥원의 존재의의는 이와 같은 모든 것을 최대한 반영할 수 있는 ESG 경영 차원의 통합가(integrator) 혹은 사업관리자(project manager), 조정자(coordinator), 발전 촉진자(expeditor), 비전 제시 및 리더(leader), 연대자(collaborator)로서의 역할과 기능에 본 연구는 주목하였다. 한편, 유엔은 2017년 6월 개최된 유엔해양회의에서 바다에 대한 이해와 해양과학 역량을 높이는 것이 시급하다고 강조하며, SDGs 14의 실현 방안으로 ‘지속가능발전을 위한 UN 해양과학 10년(2021-2030)’을 선언했다. 유네스코 정부간해양학위원회(IOC)는 ‘UN 해양과학 10년’을 이끄는 기관으로, 이를 통해 해양과학 지식을 생산하고, 해양과학 관련 자료 및 정보를 정책에 반영할 수 있도록 제공하며 해양의 원활한 기능을 유지할 수 있는 미래를 꿈꾸고 있다. 이 밖에도 해양과 해양자원에 대한 조사와 연구를 주도하고 쓰나미 관측 및 대처, 회원국의 해양환경관리 개선, 지속가능한 개발, 정책결정 과정 개선을 위해 힘쓰고 있다. 이에 우리나라 역시 IOC 의장을 배출하고 해양수산부-IOC 간 업무협약을 체결하는 등 국제 해양과학분야에서 적극적인 역할을 하고 있다. 이런 상황에서 출범한 한국섬진흥원은 UN-SDGs 14번 달성을 위한 로드맵을 작성하여 성실하게 이행할 필요가 있다.
This study analyzed the justification and role of the establishment of the Korean Island Promotion Institute in that the activities of local residents on the island areas are extremely complex and pluralistic. In particular, the Korean Island Promotion Institute considers the island regions and the various conditions of the islands formed by anthropocentric conditions, while maintaining sustainable ESG(environmental, social, governance) management and the United Nations-Sustainable Development Goals(UN-SDGs) was studied for the purpose of promoting it. Through this, the Korean Island Promotion Institute pointed out that there are many roles and tasks that need to be coordinated and coordinated not only with the island communities, but also with various government ministries and local governments, as well as related organizations and organizations. Therefore, the Korean Island Promotion Institute is holds many roles such as as an integrator or project manager, coordinator, development facilitator, vision presentation creator, and leader, providing solidarity at the level of ESG management that can fully reflect all these factors. It was suggested that attention should be paid to the role and function as a collaborator. Meanwhile, the United Nations emphasized the urgent need to understand the sea and enhance the capacity of ocean science at the UN Oceans Conference held in June 2017. Accordingly, the UN Decade of Ocean Science for Sustainable Development(2021-2030) was declared as a way to realize SDGs 14. The UNESCO Intergovernmental Oceanographic Commission(IOC) is an organization leading the 'UN Decade of Ocean Science'. Dreaming of a sustainable future. In addition, it leads surveys and research on the ocean and marine resources, and strives to observe and respond to tsunamis, improve marine environment management in member countries, provide sustainable development, and improve policy-making processes. Accordingly, Korea is also playing an active role in the field of international ocean science, such as producing an IOC chairman and signing a business agreement between the Ministry of Oceans and Fisheries and the IOC. In this situation, the Korean Island Promotion Institute, which was launched, needs to prepare a road-map to achieve UN-SDGs No.14 and faithfully implement it.
