정책이 현상에 대한 당세대의 문제제기 및 책임의식의 발로라는 점은 명백하다. 그러나 ‘역사·문화를 추구한다’는 지향가치는 태생적인 한계를 지니는 바, 역사·문화란 것을 과거의 것으로만 여기는 시각에서 현재의 것을 등한시하기 쉽다는 게 그것이다. 현재의 모든 양상은 일정 시간이 흐른 후에는 그 역시 역사·문화로 편입된다. 현재의 경관을 만들어 가는 양상은 곧 현재를 살아가는 자들의 논의와 결정의 총합이다. 그렇기에 오늘날 역사유산을 도시의 랜드마크처럼 중시하며 인근 지역의 건축 높이를 제한하는 방식으로 과거의 남겨진 모습을 우선시 하는, 그리고 그럼으로써 탄생하는 한양도성 도심 내의 도시구조나 스카이라인 등은 훗날 이 세대가 역사·문화라는 것을 어떤 관점으로 바라보았는가를 규명하는 하나의 단초로 기능하게 될 것이다. 그렇지만 역사·문화적 가치를 지키고자 지금 세대가 정책 방향성을 고민하고 제도적 규제 속에 인고하는 다각적인 모습들은 적어도 먼 미래에 평가의 순간이 오기 전까지는 당위냐 아니냐, 혹은 선하냐 그렇지 않으냐 하는 식으로 섣불리 말할 수 없는 가치 중립적인 문제가 될 것이다. 한양, 경성, 그리고 개발시대의 서울 등 시대별로 당대에 여기를 살아가던 도시민들이 남기고 간 숱한 현재들이 서울에 적층된 역사의 켜를 만든 것처럼 지금 여기를 살아가는 우리가 남기는 현재들도 서울이 지닌 역사의 켜 중 한 칸으로 자리하게 될 것이기 때문이다.
It is clear that policy is the manifestation of the current generation's sense of responsibility and raising the issue of the status quo. However, the value of pursuing history and culture has its inherent limitations, and it is easy to neglect the present from the perspective that history and culture are considered only to be the past. All current aspects will be incorporated into history and culture after a certain period of time. The aspect of creating the current landscape is the sum of the discussions and decisions of those living in the present. Thus, the historical heritage of today will be valued as a landmark and the architectural height of the nearby area is limited, and the urban structure and skyline in the downtown of Hanyang City will serve as a stepping stone to determine how this generation viewed history and culture in the future. However, the multifaceted aspects of current generations considering policy direction and under institutional regulations to preserve historical and cultural values will be a value-neutral issue that cannot be hastily said, at least until the moment of evaluation comes in the distant future. Just as the many presentations left by urbanites living here at the time, including Hanyang, Gyeongseong, and Seoul in the development era, created a layer of history stacked in Seoul, the present we are living here now will also become one of the pillars of Seoul's history.
