본 연구는 차량공유 플랫폼에 대한 기존 택시업계와 모빌리티 업계의 정책사례를 중심으로 국회상임위원회 회의록, 여객자동차 운수사업법 개정안, 국토교통부의 개편방안, 사회적 대타협기구의 합의문, 언론기사 등을 활용한 내용분석과 의미 연결망 분석을 통해 정책형성 과정에서 나타난 정책오차를 규명해보고자 하였다. 선행연구와의 차별성으로 본 연구는 문헌 자료를 통한 내용분석과 함께 의미 연결망 분석(SNA)을 활용하여 정책오차 검증의 타당성을 보완하고자 하였다. 본 연구의 사례는 공유경제와 플랫폼 서비스라는 새로운 경제 질서의 등장으로 이해당사자 간 정책갈등이 나타난 사례이다. 정책문제에 대응하여 정부를 비롯한 집권 여당 주도로 택시･카풀 사회적 대타협기구라는 협의체를 구성하고, 합의안을 도출하였다. 도출된 합의안은 국토교통부의 택시제도 개편방안을 거쳐, 관련 법률인 여객자동차 운수사업법이 2차례 개정되는 정책형성 과정이 나타난다. 본 연구는 이러한 과정을 정책형성의 4단계로 구분하여 정책오차의 발생과 그 원인에 주목하였다. 연구결과, 정책형성의 단계에서 정책오차가 나타나고 있었으며, 정책오차는 이해당사자의 입장과 주장이 충분히 반영되지 못한 점, 정책오차가 발생할 수 있는 문제에 대한 인지 부족, 그리고 정책오차 수정에 있어서 불충분한 시간과 노력에 기인하는 것으로 나타났다. 연구결과를 토대로 정책오차를 최소화하기 위해서는 정책문제 정보와 관련 이해당사자의 주장이 정책형성 협의체와 형성 과정에 반영되고, 충분한 시간과 노력을 보장하는 제도적･구조적 보완을 제시하였다.
This study aimed to analyze policy error that appeared in the policy formation process through content analysis and Semantic Network Analysis(SNA), focusing on policy case in the taxi and mobility industries for vehicle sharing platforms. For this analysis, Minutes of the National Assembly Standing Committee, amendments to the Passenger Transport Service Act, the Ministry of Land, Infrastructure and Transport’s reform plan, the agreement of a social compromise organization, and media articles were used. This study sought to supplement the validity of policy error verification by using SNA along with content analysis through literature data. The case of this study is an example of policy conflict between stakeholders with the emergence of a new economic order called sharing economy and platform service. In response to policy issues, a consultative body called the Taxi-Carpool Social Compromise Organization was formed led by the government and the ruling party, and an agreement was drawn. The agreement became the basis for revisions to the Passenger Transport Service Act after the Ministry of Land, Infrastructure and Transport's taxi system reform plan. This study classified the above process into four stages of policy formation and analyzed the occurrence and cause of policy error. As a result of analysis, policy error occurred in each of the stages of policy formation, the causes of policy error include lack of reflection of stakeholders’ positions and arguments, lack of awareness of possible problems, and lack of time and effort to correct policy error. Based on the results, in order to minimize policy error, the arguments of the relevant stakeholders should be reflected in the policy formation process and institutional and structural measures are needed to ensure sufficient time and efforts.
