본 연구는 “북한 세포등판지구와 남측 대관령 삼양목장의 연계로 산악관광교류 활성화를 위해 추진되는 가칭 축산관광상품의 ‘백두대간 잇기 사업’”으로 생태관광을 추진하는 것이 미래 통일 한국의 국가 비전이자 최근 소강상태에 있는 남북 간의 정치군사적 갈등을 완화하고 지지부진한 남북교류 활성화에 이바지한다는 차원에서 추진되었다. 이 접근방법은 정치적 해결을 우선 고려해야 한다는 점에서 남북 공동조사로 지속적이고 미래 지향적인 산악관리 대안 차원을 넘어선 남북한 공유 산악지역을 관리하는 산악관광 관리 거버넌스 구성을 포함한 ‘백두대간 잇기 사업’의 연계 및 확장적 추진까지 사고의 외연을 넓히고자 추진하였다. 이와 같은 연구를 위해 일반적 연구방법 중 질적 접근법을 통한 탐색적 연구가 보다 효율적이라고 판단하였다. 특히, 최근 정부 입장에서 갈구하고 있는 남북교류 활성화에 대한 사업성의 기대를 충분히 해볼 수 있는 정책 연구 성격을 띠는 이 주제 분야에 대한 제안적 탐색은 시의성, 현실기여도 면에서 질적 연구 형태로 접근해야 한다는 점에서 선행연구 및 단행본에 대한 문헌고찰, 관계 기관 전문가 의견, 그리고 인공위성 자료에 의존하면서 정치적 상상력을 발휘하였다. 본 연구가 남북 산악관광교류 활성화를 위한 생태관광 및 축산관광상품화로 가칭 ‘백두대간 잇기 사업’을 추진하는 방안으로서 북 강원의 세포등판지구와 남 강원의 대관령 삼양목장의 축산관광교류, 북 강원의 세포등판지구와 남 강원의 대관령 삼양목장을 잇는 산악관광교류, 백두대간 잇기 시대를 대비한 산악 공간 재편 계획의 지속적 추진 등을 제시하였다.
The purpose of this study is to propose an ecological tourism and livestock tourism commodification project to connect the Baekdu-daegan to the mountain tourism exchange between the two Koreas. In terms of promoting inter-Korean tourism exchanges and cooperation, the political imagination was shown to seek directions and projects to promote inter-Korean mountain tourism and livestock tourism exchange. The main contents of this study consisted of the direction and major projects of the Baekdu-daegan linkage project by linking Daegwanryeong in southern Gangwon province and the Seopo-deungpan district in northern Gangwon province to commercialize livestock tourism or promote mountain tourism in connection with eco-tourism. A plan is proposed to break through the situation in which inter-Korean relations are deteriorating due to recent UN sanctions against North Korea due to North Korean nuclear weapons. This study, which proposes a linking project between Baekdu-daegan, to facilitate inter-Korean mountain tourism and livestock tourism exchange, is a strategic plan that can satisfy both commercial and non-commercial transactions while responding flexibly to current sanctions against North Korea. This study is a plan to promote the linking project between Baekdu-daegan in the commercialization of eco-tourism and livestock tourism for the vitalization of inter-Korean mountain tourism exchanges. A mountain tourism exchange between Daegwanryeong Samyang Ranch in southern Gangwon and the continued promotion of the mountain reorganization plan are suggested.
