이 연구는 지방자치단체 기구와 정원의 변화 추이를 분석하고, 정원관리제도가 기구 및 정원의 변화에 미치는 영향을 규명하는 것을 목적으로 한다. 이를 위해 지방자치단체의 기구와 정원 현황을 분석하고, 제도가 기구 및 정원에 미치는 영향을 살펴보기 위해 패널회귀분석을 활용하였다. 분석결과는 다음과 같다. 첫째, 지방자치단체 공무원 정원 및 기구 현황을 분석한 결과, 기구와 정원 모두 지속적으로 증가함을 알 수 있다. 둘째, 직급･유형･인구별 기구･정원 현황을 살펴본 결과, 지방공무원 직급별 정원은 전반적으로 증가했으며, 9급 증가율이 다른 직급에 비해 가장 높게 증가하였다. 셋째, 정원관리제도의 변화가 지방자치단체의 기구와 정원에 미치는 영향을 살펴보기 위해 패널회귀분석를 활용하여 분석한 결과, 정원관리제도의 변화에 따라 기구 수가 증가하는 것을 확인할 수 있으나 정원 수에는 영향을 미치지 않음을 알 수 있다. 이러한 결과는 정원관리 제도의 목적인 총량적 관리 측면인 책임성 확보에 대해 부분적으로 목적을 달성했다고 해석할 수 있다.
The purpose of this study is to examine changes in the public officials and organisation of local governments and to determine whether the system has and effect on changes in the public officials and organisation of local governments. It is to identified the trend of changes in the public officials and organisation of local governments and panel regression was used to examine the effectiveness of the system. The analysis results are as follows. First, as a result of analyzing the number of local government officials and the trend of organizations, it can be seen that both the number of public officials and the organization continue to increase. Second, according to the trend of the number of organizations and public officials by position, type, population, and rank of local government officials increased overall, and the growth rate of Grade 9 increased the highest compared to other positions. Third, panel regression analysis results shows that the number of organizations increases as the system changes, but it does not affect the number of local public officials.
