본 연구는 지방의회의 변화된 모습과 역량을 행정사무감사의 회의과정 속에서 확인해보고자 하였다. 특 히, 의제의 장으로 일컬어지는 위원회 회의록을 살펴보면서 행정사무감사의 과정에서 어떤 행태가 주도적인 지 규명을 시도하였다. 지방의회의 행태를 측정하고자 서인석 외(2009)를 심층적으로 논의한 후, 질적자료 인 속기록을 코딩하여 수원시 행정사무감사의 내용을 분석하였다. 분석결과 다음과 같은 시사점을 확인할 수 있었다. 우선, 속기록 내용 분석을 통해 확인된 시사점은 다음과 같다. 전문성 및 대표성 등의 전문적인 행태요인 이 지방의회의 심의에 있어 가장 비중 있게 나타났다는 점이다. 지방의회의 전문성이 상당히 높아졌음을 확 인할 수 있었다. 둘째, 형식성-권위성, 형식성-타협성, 전문성-권위성 간의 상관관계가 확인되었다는 점이 다. 제도적 보완을 통해 전문성은 높이고, 형식성은 낮춘다면 지방의회 의사결정의 질적 제고에 도움을 줄 수 있을 것이다. 셋째, 의사결정과 행태요인 간 상관분석 결과 속기록 내용 분석과 일치하게 대표성과 전문 성은 매우 관련성이 높고 통계적 유의도가 높은 변인으로 확인되었다. 이는 수원시의회 의원행태의 심의 및 역량이 매우 높다는 것을 유추해볼 수 있는 부분이다. 마지막으로, 형식성과 타협성이 의사결정 행태에 영 향을 미쳤다는 분석결과는 규범적 차원에서 지방의회 행태 개선이 여전히 필요함을 유추하게 한다. 물론, 이 과정에서 행정사무감사의 시간적 제약과 같은 제도적 한계가 지적되고 개선되어야 한다. 의원의 전문적 역량이 제도적 미비로 인해 발휘되기 어려운 부분이 잔존할 수 있기 때문이다. 향후 적실성 있는 지방의회 분석을 통해 실효성 있는 제도개선이 지속될 필요가 있다. This study wanted to check the changed appearance and capabilities of the local council in the course of the meeting of the administrative affairs audit. In particular, by looking at the minutes of the committee, which are referred to as the agenda, they attempted to find out what behaviors were leading in the process of administrative affairs audits. In order to measure the behavior of the local council, Seo et al(2009) were discussed in depth, and the contents of the administrative affairs audit of Suwon were analyzed by coding the stenographic records. The analysis showed the following implications. In line with the analysis of sequential records, representation and expertise were highly relevant and statistical significance variables. Through the Suwon City Council, it was possible to infer that the deliberation and competence of the local council were very high. The increased expertise of local councils means that the theory of local councils needs to be looked at anew. In addition, compromise was also determined to be a behavioral variable showing the relevance of decision-making (+) in parliamentary decision-making. In contrast, for formalities, the relationship between the decision-making process (+) was identified. These results should be considered different from the reality of the changed local council, and this is a hypothesis that should be considered in the process of expanding and verifying local council research.
