이 논문은 아르헨티나, 베네수엘라를 비롯한 일부 라틴아메리카 국가들에서의 공동성의 시민성의 확대를 분석한다. 이에 앞서 18세기 이후 유럽에서 시작된 근대성과 자본주의가 19세기 내내 그리고 20세기 전반부까지 시민적 시민성과 정치적 시민성을 발현시킨 것을 분석한다. 즉, 근대 부르주아-시민에 대한 국가의 규제를 의미한다. 이차대전 이후 포디즘과 복지국가 모델에 의해 시민의 다양한 사회권을 인정하는 사회적 시민성이 출현한다. 그러나 1970년대에 자본주의 축적 체제가 위기에 빠지면서 1980년대부터 신자유주의 체제가 출현하고 사회적 시민성은 위축된다. 1990년대 이후 사회의 수평적 “공통감각”에 기초한 새로운 사회적 시민성이 출현한다. 그러나 아직 이 새로운 시민성은 과정적 유토피아에 머물고 있다. 이에 비해 라틴아메리카에서는 1980년대부터 가난한 대중에 의한 자율적 비자본주의적 ‘공동성(lo comunal)’을 추구하는 새로운 사회적 시민성이 베네수엘라와 아르헨티나를 비롯한 여러나라에서 출현하고 있다. 이 시민성은 몇 백 년 전 부터의 전통적인 원주민 문화로부터 연원하기 때문에 관념적인 유토피아에 머물지 않고 매우 현실적인 추동력을 보여주고 있다. 즉 유럽과 라틴아메리카사이에 비슷해 보이는 사회적 시민성의 맥락이 서로 다른 것이다.
This article analyzes the expansion of the citizenship of the communal in some Latinamerican countries such as Argentina, Venezuela, etc. Before this, we review the process of the development of the civil and political citizenship, which had been manifested along the nineteenth century and the first half of the past one by the modernity and the capitalism begun since the eighteenth century in Europe. In other words, this means the regulation of the State over the modern bourgeoisie-citizen. After the II World War, appears the social citizenship which recognizes various social rights of the citizen by the Fordism and the model of Welfare State. But, the crisis of the modern capitalist accumulation regime in the 1970s which causes the neoliberalism and the decline of the social citizenship. After the 1990s, appears the new social citizenship based on the social, horizontal "common sense", but yet this stays on the utopia in process. Meanwhile, in Latinamerica such as Venezuela, Argentina appears the new social citizenship which pursues 'the communal' autonomous, no capitalist by the poor people after the 1980s. This one takes root from the traditional native culture from several hundred years ago and, shows the very realistic driving force instead of staying on the ideological utopia. In conclusion, between Europe and Latinamerica, the social citizenship looked similar but its context is different each other.
